Systems Improvement Manager

Job Summary

UGHE is hiring a full-time Systems Improvement Manager in Kigali, Rwanda. Reporting to the Strategy Operations Lead, the role leads process mapping, risk mitigation, governance frameworks, SOP development, and change management across university operations. Requires a relevant Bachelor's degree (Master's preferred) and 5+ years of experience in process reengineering or organizational governance.

Key Roles & Operational Responsibilities

1. Business Process Reengineering & Optimization

• Process Mapping & Assessment: Evaluate, map, and redesign core administrative and operational workflows across university departments to eliminate redundancies and bottlenecks.
• KPI & Quality Frameworks: Establish key performance indicators (KPIs) and operational dashboards to track process efficiency, sustainability, and quality.

2. Governance, Risk & Regulatory Compliance

• Policy & SOP Maintenance: Establish and maintain institutional governance frameworks, policy documentation, and standard operating procedures (SOPs) to ensure operational consistency.
• Compliance & Risk Mitigation: Identify operational risk areas, implement risk mitigation strategies, and ensure adherence to local regulatory, legal, financial, and accreditation standards relevant to higher education and non-profit sectors.

3. Change Management & Strategic Alignment

• Operations Strategy Translation: Bridge high-level strategic directives into actionable project plans, workflows, and continuous improvement initiatives.
• Stakeholder Readiness: Lead institutional change management efforts, including training plans, stakeholder communications, and organizational readiness assessments.

Foundational Capabilities & Prerequisites

Required Qualifications & Experience

• Education: Bachelor’s degree in Business Administration, Operations Management, or a related field. A Master's degree is preferred.
• Professional Tenure: Minimum 5 years of experience in process management, corporate governance, risk management, operations strategy, or organizational development.
• Technical Mastery: Demonstrated proficiency in business process mapping, workflow software, SOP development, data analytics, and project management methodologies.
• Institutional Governance: Strong background in compliance, policy drafting, and internal controls within complex higher education or non-profit settings.
