Job Summary

Inkomoko is hiring a full-time Head of Procurement to lead supply chain transformation across East and Central Africa. The role manages regional procurement, vendor networks, social sourcing targets for refugee and women entrepreneurs, and ERP P2P automation. Applicants require 8-10+ years of procurement leadership, non-profit or donor-funded experience, and strong regional operations expertise.

Key Roles & Operational Responsibilities

1. Strategic Procurement Leadership & Annual Planning

• Regional Strategy: Formulate and execute Inkomoko’s regional procurement roadmap across all operational countries, supporting expansion into 3 new target countries.
• Costed Procurement Plans: Convert approved institutional budgets into time-phased, costed regional procurement plans that drive savings targets and value-for-money metrics.
• Budget Integration: Engage internal budget holders during annual cycles to validate unit costs, market price benchmarks, lead times, and spending assumptions.

2. Operational Excellence, P2P Systems & Data Intelligence

• Procure-to-Pay Automation: Lead the integration of the digital procurement module into the enterprise ERP system, linking requisitions to live budget availability controls before approval routing.
• Cycle-Time Reduction: Streamline procurement workflows and reduce lead times while enforcing strict compliance, complete file documentation, and clean handovers to Finance for disbursement.
• Analytics & Dashboards: Partner with MERL and Data teams to establish real-time procurement KPIs, category-spend intelligence, and performance dashboards for executive leadership.

3. Ethical Sourcing & Social Procurement Frameworks

• Community Economic Impact: Embed social procurement goals that prioritize sourcing from refugee-owned, women-owned, and youth-led enterprises within host and displacement communities.
• Strategic Supplier Network: Build and oversee a robust, diverse regional vendor pool, leading high-value competitive bidding, evaluation, negotiation, and contract onboarding.
• Vendor Management Register: Own and maintain a centralized regional contract and commitment register to provide forward visibility for cash flow planning.

4. Risk Mitigation, Governance & Audit Alignment

• Policy Compliance: Enforce organizational procurement policies, donor-mandated guidelines, and local statutory regulations across all 50+ office locations.
• Internal Control & Audit: Work closely with Internal Audit to run periodic procurement reviews, mitigate risk exposure, manage conflict-of-interest disclosures, and execute corrective action plans.

5. Capability Building & Team Leadership

• Talent Development: Supervise, coach, and build capacity among regional procurement staff and country-level operations managers.
• Organizational Training: Design and deliver training modules for department managers and budget owners to elevate procurement discipline across the enterprise.

Foundational Capabilities & Prerequisites

Required Qualifications & Experience

• Education: Bachelor's degree in Procurement, Supply Chain Management, Logistics, Business Administration, or a related field. (A Master's degree is strongly preferred).
• Professional Credentials: Professional procurement certification (CIPS, MCIPS, CPSM, or equivalent) is strongly preferred.
• Years of Experience:
  • Minimum of 8–10+ years of progressive procurement and supply chain experience.
  • At least 5 years leading and developing multi-cultural, diverse procurement teams across multiple countries.
• Sector Background: Background in NGOs, international development organizations, or donor-funded social enterprises scaling regional operations.
• Technical Skills:
  • Hands-on experience leading P2P digital transformations and ERP procurement module implementations.
  • Mastery in high-value contract negotiation, vendor scorecard development, category management, and unit-cost benchmarking.
• Language Proficiency: Fluency in English is required. Additional fluency in French and/or Arabic is strongly preferred.
