Impact Officer

Job Summary

The Impact Officer manages routine project monitoring, indicator tracking, and data collection on DELTA, Power BI, and Excel. This officer conducts data quality audits, supports baselines/evaluations, trains enumerators and partner teams, documents outcome stories, and manages participant feedback mechanisms across Right To Play programs in Rwanda.

Key Roles & Operational Responsibilities

1. Project MEL Implementation & Digital Data Tracking (35%)

• MEL Execution: Adapt and execute project MEL plans, performance indicators, targets, and data collection tools adhering to global standards and donor commitments.
• Field Monitoring: Conduct routine field monitoring, surveys, spot checks, and participant feedback assessments across project sites.
• Database Management: Maintain updated project trackers, indicator databases, and dashboards on DELTA, Power BI, Excel, and mobile collection platforms (Kobo/ODK).

2. Data Quality Assurance, Analysis & Reporting (30%)

• Data Verification: Perform regular data quality audits with project teams and local partners to resolve data discrepancies.
• Evaluation Support: Coordinate logistics, tool pre-testing, enumerator management, and consultant alignment for baseline, mid-term, and endline evaluation studies.
• Analytical Synthesis: Analyze quantitative and qualitative monitoring data to draft dashboards, narrative inputs, and evidence summaries for donor reports.

3. Learning, Knowledge Management & Partner Capacity (35%)

• Evidence Use (20%): Document lessons learned, case studies, and outcome stories. Facilitate evidence-to-action reflection sessions to flag implementation risks to senior managers.
• Capacity Building (15%): Train and coach program staff, partner MEL teams, and enumerators on data collection tools, ethical consent, safe data handling, and participant feedback referral channels.

Foundational Capabilities & Prerequisites

Required Technical Profile & Experience

• Educational Baseline: Bachelor’s degree (or equivalent experience) in International Development, Social Sciences, Statistics, Education, or a related field focusing on youth learning and psychosocial wellbeing.
• MEL Field Experience: Minimum 2 years of progressive MEL/Impact experience within education, gender equality, psychosocial support (PSS), or youth development programs.
• Technical Stack Mastery: Advanced proficiency in Excel and digital data platforms including DELTA, KoboToolbox / ODK, and Power BI.
• Methodological Skills: Solid grounding in qualitative and quantitative research methodologies, participatory monitoring, data cleaning, and data quality assurance protocols.
• Language Proficiency: Fluent in English (written and oral). Knowledge of French or Kinyarwanda is beneficial.
• Nationality Constraint: Must be a Rwandan national.
