Job Summary
The Housing Manager holds operational accountability for the design, execution, maintenance, and administrative control of the Nation's housing ecosystem. The mandate spans supervising new construction projects, coordinating contractor deliverables, running rental/mortgage accounting pipelines, managing housing personnel, interpreting grant funding structures, and compiling governance reports for the Chief and Council.
Qualification
Candidates must demonstrate a balanced blend of administration, construction knowledge, and community leadership competencies:
- Academic/Professional Training: Certificate, Diploma, or Degree in Property Management, Construction Administration, Business Management, Public Administration, or related industrial disciplines.
- Asset Certifications: Valid training or credentials in First Nations Housing Management, building inspection, project management (PMP), or occupational health and safety (OHS) standards.
- Geographic Placement: Must be located or willing to locate directly at the lake, or within the Chetwynd or Hudson’s Hope geographic areas.
Experience
- Management Background: Proven experience in housing management, property administration, or construction project management—ideally within a First Nations band administration, municipal housing authority, or non-profit housing sector.
- Financial Administration: Solid experience with rental agreements, mortgage invoicing, budget tracking, and working alongside external funding partners.
- Contractor Oversight: Demonstrated success liaising with external trades, general contractors, structural inspectors, and material vendors.
Key Responsibilities
Housing Operations & Maintenance Management
- Oversee new residential construction, minor/major renovations, energy retrofits, and daily emergency or preventative maintenance activities.
- Liaise directly with contractors and technicians to ensure housing-specific projects meet strict compliance guidelines, quality metrics, and deadlines.
- Manage rental and mortgage administration workflows, keeping accurate digital and physical records of community housing accounts.
- Ensure effective care, lifecycle tracking, and structural preservation of all collective community housing assets.
Program Administration, Leadership & People Management
- Provide strategic leadership, technical guidance, and operational coaching to the internal housing department staff.
- Foster a respectful, supportive, and safe workplace environment that aligns with the core cultural values of West Moberly First Nations.
- Support the implementation of funding agreements, verifying that capital expenditures track cleanly against approved grants and budgets.
Governance, Safety & Compliance Reporting
- Keep Chief and Council thoroughly informed regarding active housing priorities, member needs, building assessments, and emerging infrastructure pressures.
- Prepare complete compliance documentation, asset management registers, and regulatory reports for internal and external review partners.
- Enforce total compliance with safety codes, national building regulations, environmental standards, and community protection policies across all sites.
Skills & Competencies
Technical & Operational Competencies
- Project Tracking: Strong capability to read technical construction blueprints, evaluate contractor bids, and manage dual repair/retrofit schedules simultaneously.
- Financial & Software Fluency: Competence in database entry, asset management software, and processing rental/mortgage ledgers accurately.
- Safety Awareness: Sound awareness of work site safety rules, hazard identification, and regional building code specifications.
Communication & Interpersonal Profiles
- Cultural Awareness: Deep respect for First Nations traditions, politics, and historical ethics, with a talent for delivering community-focused service.
- Conflict Resolution: Strong interpersonal skills to navigate member concerns, manage contract variances, and handle housing inquiries with empathy and professionalism.
- Team Synergy: Ability to collaborate closely with cross-functional internal departments, engineering teams, and external government funders.
