Project Finance Officer

Job Summary

SNV is hiring a full-time Project Finance Officer for a 6-month national contract in Kigali, Rwanda. Reporting to the Country Finance Manager, the role manages project accounting, donor compliance, audit preparation, financial reporting, proposal budgeting, and sub-grant capacity building across SNV's agrifood portfolio. Applicants require a Bachelor's degree in Finance or Accounting and 5+ years of relevant experience. Applications close August 2, 2026.

Key Roles & Operational Responsibilities

1. Financial Accounting, Control & Advice

• Cost Allocation & Time Tracking: Execute, verify, and consolidate financial transactions to guarantee complete cost allocation and time-writing accuracy aligned with SNV guidelines and donor contracts.
• Financial Decision Support: Analyze financial data and provide actionable financial advice to Country Office leadership, project managers, and budget holders.
• Intercompany Accounting: Assist in managing financial processes and reconciliations for intercompany projects.

2. Financial Reporting, Audit & Donor Compliance

• Donor Financial Reporting: Prepare, coordinate, and submit exhaustive, timely financial reports to the DCFM/CFM for review prior to formal submission to funding partners.
• Audit Oversight: Coordinate internal and external organizational and project-specific audits. Manage annual returns and safeguard compliance across the project lifecycle from inception to closure.
• Annual Financial Statements: Assist in drafting annual SNV financial statements in full compliance with national statutory reporting frameworks and corporate standards.

3. Proposal Budgeting & Business Development

• Full Cost Recovery Budgeting: Lead or support the financial component of project proposals up to set thresholds, building realistic budgets aligned with donor requirements, full cost recovery rules, and internal HR/Finance policies.
• Variance Analysis & Monitoring: Collaborate with project managers to monitor spending, track budget-versus-actual variances, and propose corrective action plans.

4. Grants & Sub-Grants Management

• Partner Due Diligence: Assist the DCFM in conducting financial due diligence on new implementation partners and setting up sub-grant management control systems.
• Capacity Building: Deliver technical training and financial management capacity-building for local implementation partners, monitoring sub-grant compliance throughout implementation.

Foundational Capabilities & Prerequisites

Required Qualifications & Experience

• Academic Baseline: Earned Bachelor's degree in Business Administration, Accounting, Finance, Management, or a related discipline.
• Professional Experience: Minimum of five (5) years of hands-on financial management experience within an international development organization or private sector institution.
• Technical Competencies:
  • Demonstrated understanding of donor regulations, grant accounting frameworks, and audit compliance requirements.
  • Proven track record in proposal budgeting, financial risk management, and sub-grant management.
  • Hands-on proficiency with SAP Business ByDesign or equivalent cloud-based enterprise accounting software.
