Job Summary
The Assistant Manager Reinsurance owns the structural integrity of Britam Rwanda’s reinsurance accounting, treaty administration, and regulatory validation pipelines. Key mandates encompass driving case-by-case claims recoveries, auditing reinsurer creditworthiness under BNR rules, structuring complex facultative placements for large-scale risks, and reconciling technical data streams across core insurance software (TIA) and enterprise financial ledgers (Oracle Financials).
Qualification
Candidates must meet the following baseline educational and advanced professional benchmarks:
- Required Education: Bachelor’s degree in Actuarial Science, Insurance, Finance, Accounting, Economics, or a highly quantitative, analytical field of study.
- Preferred Professional Certifications: Completed or progressively pursuing advanced professional credentials in insurance (such as ACII - Advanced Diploma in Insurance, or AIIK - Associate of the Insurance Institute of Kenya) or equivalent professional actuarial/finance papers.
- Systems Familiarity: Prior functional exposure to specialized core insurance application systems (such as TIA) and major enterprise resource planning financial systems (such as Oracle Financials).
Experience
Candidates must demonstrate the following professional track record, technical skills, and regulatory competencies:
- Progressive Industry Experience: Minimum of four to six (4–6) years of progressive professional experience within a commercial insurance company, specialized reinsurance brokerage firm, or corporate actuarial/underwriting environment.
- Reinsurance Domain Mastery: Documented expertise managing technical reinsurance administration, including treaty structuring, facultative placements, bordereaux validation, aging recovery optimization, and claims cash-flow tracking.
- Regulatory Compliance Frameworks: Comprehensive, working knowledge of East African insurance regulations, specifically demonstrating direct familiarity with the National Bank of Rwanda (BNR) Risk-Based Supervision (RBS) guidelines and Article 8 statutory frameworks.
- Financial Ledger Reconciliation: Strong financial data analysis skills, with a proven ability to perform deep multi-system balance reconciliations, resolve structural ledger discrepancies, and implement robust internal accounting controls.
- Stakeholder Coordination: A proven track record of collaborating across cross-functional departments (including Underwriting, Claims, Finance, and Group Risk teams) and interfacing confidently with international reinsurers and regulatory auditors.
Key Responsibilities
Regulatory Governance & BNR Compliance
- Lead RBS Alignment: Drive the systematic alignment of Britam Rwanda's reinsurance operations with BNR Risk-Based Supervision requirements to maintain pristine compliance scores.
- Validate Regulatory Returns: Prepare, validate, and ensure the flawless, timely submission of mandatory BNR regulatory reinsurance returns, structural data fields, and monthly bordereaux.
- Enforce Article 8 Mandates: Document, track, and continuously monitor corporate peak risk exposures, seasonal volatility variables, and credit risk appetites to satisfy Article 8 statutory frameworks.
Capital Protection & Solvency Optimization
- Evaluate Counterparty Risk: Monitor the ongoing financial health, credit ratings, and structural exposures of underwriting reinsurers to mitigate counterparty default risks.
- Protect Solvency Margins: Optimize capital credit allowances and preserve corporate solvency thresholds under current BNR risk-weighted capital allocation rules.
- Structure Annual Treaties: Support the technical configuration, pricing modeling, documentation construction, and commercial negotiations for annual reinsurance treaty renewals.
Recoveries & Cash Flow Optimization
- Accelerate Reinsurance Recoveries: Manage the end-to-end "case-by-case" reinsurance claims recovery cycle, strictly targeting a 30-day turnaround time post-claims payment.
- Clear Recovery Backlogs: Proactively track, audit, and systematically clear aging reinsurance recovery backlogs to optimize corporate cash-flow health.
- Place Facultative Risks: Evaluate, structure, and execute compliant facultative reinsurance placements for high-value "Large Risks," while managing required ASSAR non-objection legal protocols.
Technical Reconciliations & Corporate Reporting
- Direct Ledger Reconciliations: Perform complete technical data reconciliations between core insurance transaction systems (TIA) and central financial software (Oracle Financials), identifying and correcting ledger discrepancies.
- Deliver Executive Reporting: Compile high-level analytical reports, compliance dashboards, and risk-exposure updates for Executive Management, Group Risk, and Board of Directors oversight.
- Resolve Process Bottlenecks: Coordinate closely with internal Underwriting, Claims, and Finance departments to clear systemic transactional blockages and streamline data integrity.
