WASH Manager

Job Summary

The WASH Project Manager takes hands-on ownership of the planning, execution, and monitoring of water and sanitation infrastructure across designated camps and host villages. The core mandate covers ensuring clean water access, maintaining hygiene safety nets, embedding child protection mechanisms into infrastructure designs, and maintaining institutional harmony with local governance lines.

Qualification

• Technical Framework Literacy: Thorough operational understanding of Sphere Standards and other prevailing international benchmarks regulating water delivery, solid waste management, and vector control in fragile contexts.
• National Policy Alignment: Functional familiarity with the technical policies, safety standards, and administrative guidelines enforced by HEALTH, MININFRA, MINEMA, and UNHCR.
• Faith & Ethos Integration: Ability to clearly communicate World Vision’s Christian ethos and demonstrate a mature spiritual life that serves as a positive example to colleagues, community partners, and beneficiaries.
• Applicant Restriction: This position is strictly open to Local Applicants Only (Rwandan nationals or legal permanent residents with valid local working status).

Experience

Humanitarian Coordination & WASH Infrastructure

• Field Tenure Alignment: Proven professional track record designing, implementing, and monitoring complex WASH projects, with specific experience operating within emergency response zones, displacement camps, or highly vulnerable rural settlements.
• Refugee Context Management: Demonstrated success coordinating basic utility delivery and infrastructure upgrades across intersecting refugee populations and neighboring host communities.
• Inter-Agency Collaboration: Practical experience negotiating operational plans and matching reporting outputs with UN field officers (UNHCR) and local ministry inspectors.

Child Protection & Safety Integration

• Child Well-being Applications: Experience intentionally integrating Child Protection Minimum Standards into physical engineering projects (e.g., ensuring safe, well-lit, and private sanitation spaces for women and children).
• Multi-Sector Project Tracking: Background managing budget compliance, logistics procurement, and multi-sector field monitors to ensure timely delivery of project milestones.

Key Responsibilities

Project Implementation, Standards Enforcement & Quality Control

• Direct WASH Deployments: Supervise the construction, mechanical maintenance, and everyday operation of water supply networks, latrine blocks, and hygiene stations in designated field sectors.
• Uphold Humanitarian Benchmarks: Audit all field installations continuously to ensure that water volume, water quality, and sanitation access meet strict Sphere Standards.
• Protect Vulnerable Beneficiaries: Systematically apply child-safe design approaches across all infrastructure layouts, mitigating protection risks in line with World Vision’s Child Wellbeing policies.

Regulatory Compliance & Inter-Agency Coordination

• Cross-Align Institutional Guidelines: Operationalize field activities so they mesh with the overlapping legal mandates and technical codes of HEALTH, MININFRA, MINEMA, and UNHCR.
• Maintain Local Gov Partnerships: Act as the primary technical point of contact for World Vision's WASH file in Gisagara, attending district planning sessions and joint humanitarian coordination circles.
• Document Field Performance: Manage data collection loops to compile accurate, clean project updates, ensuring progress metrics feed transparently into donor tracking systems.

Expected Outputs & Deliverables

• Fully functional water systems and sanitation structures meeting Sphere Standards in Gisagara sector zones.
• Documented safety checklists proving compliance with Child Protection Minimum Standards across all construction sites.
• Clean, data-backed monthly, quarterly, and mid-term field performance updates ready for ministry and UNHCR review.
• Coordinated hygiene promotion sessions and community feedback loops launched and tracked.
