The Costed National Nutrition Strategy Consultant leads the technical analysis, financial costing models, and governance blueprints for the host nation's nutrition policies. Core responsibilities include managing deep situational analyses, facilitating stakeholder mapping across ministries, running public health cost-estimation frameworks, establishing resource mobilization strategies, and authoring rigorous Monitoring, Evaluation, and Learning (MEL) results matrices.

Qualification

Educational Level & Domain Alignment

  • Minimum Target Expectation: An Advanced University Degree (Master’s Degree or Ph.D.) in Public Health Nutrition, Global Health Economics, Human Nutrition, Epidemiology, Public Policy, Development Economics, or a closely related international development discipline.

Experience & Competencies

Candidates must demonstrate balanced expertise across health system economics, high-level policy formulation, and quantitative data modeling:

Public Health & Nutrition Program Expertise

  • Domain Mastery: Deep technical knowledge of localized and national nutrition programs, specifically covering maternal, infant, and young child nutrition (MIYCN), micronutrient supplementation interventions, community-led nutrition frameworks, and primary healthcare service delivery channels.
  • Policy Familiarity: Exceptional familiarity with navigating and evaluating national health frameworks, national development plans, and multi-sectoral nutrition strategies.
  • Public Health Architecture: Comprehensive command of public health principles, health system strengthening (HSS) methodologies, and institutional program management frameworks.

Quantitative Analytics & Strategic Costing

  • Advanced Analytical Capabilities: Strong quantitative and analytical skills, including direct experience designing data collection instruments, managing complex health datasets, and interpreting epidemiological or financial data.
  • Financial Costing Modeling: Proven track record utilizing standardized health costing software or economic models (such as the OneHealth Tool, Cost of Hunger methodologies, or specialized cost-effectiveness modules) to accurately forecast resource requirements for national strategic plans.
  • Synthesis & Recommendation Strategy: Proven capability to synthesize dense, complex public health data into crisp, actionable, and evidence-based policy recommendations for senior government ministers and international donors.

Communication & Operational Habits

  • Linguistic Standard: Absolute mastery of professional written and verbal English communication skills, with a documented history of drafting high-impact, publication-grade institutional strategies, evaluation reports, or policy briefs.
  • Stakeholder Facilitation: Strong interpersonal and consultation skills, with the ability to lead multi-stakeholder workshops uniting government entities, UN agencies, civil society, and academic bodies.

Key Responsibilities

1. Policy Review, Strategic Alignment & Situational Analysis (25%)

  • Evaluate National Frameworks: Conduct a comprehensive review of existing national health, agricultural, social protection, and nutrition policies to ensure the new strategy aligns with overarching national development goals.
  • Perform Situational Analysis: Run a deep situational analysis analyzing national nutrition datasets, locating gaps in health service delivery, and mapping regional variations in malnutrition indicators.
  • Execute Stakeholder Mapping: Lead extensive consultations with ministries, civil society organizations, UN agencies, and development partners to document strategic priorities and lessons learned.

2. Strategic Plan Formulations & Results Framework Engineering (25%)

  • Draft the National Strategy: Author the formal National Nutrition Strategic Plan, translating public health priorities into a clear, actionable operational roadmap.
  • Structure Results Frameworks: Design an airtight results framework that links strategic pillars with clear impact metrics, baseline data points, and target indicators.
  • Develop Risk Mitigation Models: Perform a detailed risk analysis, outlining institutional, environmental, and financial risks alongside proactive mitigation plans.

3. Macro-Economic Costing & Resource Mobilization Frameworks (30%)

  • Cost the Strategic Plan: Build a line-item, costed model of the strategic plan, projecting the exact financial resources needed to execute interventions across the 5-year cycle.
  • Design Financing Strategies: Assess current fiscal spaces and funding gaps within the national budget to create sustainable financing and resource mobilization frameworks.
  • Engage International Donors: Draft technical investment cases tailored to global donors, development banks, and private-sector partners to fill identified resource gaps.

4. Implementation Governance & MEL Architecture (20%)

  • Formulate Governance Blueprints: Design clear implementation and governance frameworks that outline roles, inter-ministerial coordination structures, and clear accountabilities.
  • Architect MEL Frameworks: Create a robust Monitoring, Evaluation, and Learning (MEL) matrix detailing operational indicator definitions, data sources, and reporting schedules.
  • Present to Steering Committees: Lead high-level technical presentations to present the finalized costed strategy to government steering committees and UNICEF technical leads.
