Truck Operator

Job Summary

The Truck Operator manages the safe, daily transport of wastewater and solid waste from community collection centers and refugee camp facilities to designated external treatment or dumping sites. Core responsibilities include executing heavy vacuum truck latrine dislodging procedures; collecting and hauling solid waste; maintaining precise physical and digital vehicle logbooks; running daily mechanical and preventative maintenance checklists; managing fuel and service requisitions; and ensuring total compliance with World Vision's child safeguarding protocols and Christian organizational values.

Foundational Capabilities & Prerequisites

• Academic Preparation: An Advanced Level Certificate (A2 Secondary Education), with a strong preference for candidates holding specializations in Automotive Mechanics, Mechanical Engineering, or related technical fields.
• Licensing Framework: A valid, clean Category C driving permit in Rwanda, backed by a proven history of operating heavy trucks with a carrying capacity of 10 Mt or greater.
• Sector Footprint: At least 3 years of direct, professional experience driving heavy utility or sanitation vehicles under challenging road and off-road conditions.
• Transit Fluency: Complete familiarity with Rwandan national traffic codes, transport safety regulations, and local geographical routes within eastern and rural zones.
• Language Mastery: High verbal and written fluency in English and Kinyarwanda is strictly required. Professional working knowledge of French is considered a highly valuable asset.
• Technical Literacy: Basic computer literacy, with practical ability to utilize Microsoft Word and Excel to manage fleet logs and submit maintenance requests.
• Physical Endurance: Outstanding physical fitness, with the ability to manage daily field follow-ups, handle heavy sanitation equipment, and work long hours in community-based emergency zones.

Preferred Contextual Multipliers

• Specialized Exposure: Direct experience operating heavy sanitation machinery or vacuum trucks inside refugee camps or emergency displacement setups.
• Stakeholder Coordination: Proven ability to collaborate professionally with camp supervisors, community health workers, UNHCR logistics officers, and local leaders.
• Values Alignment: Must be a committed Christian, eager to participate in daily staff devotions and stand constructively above denominational diversities to serve vulnerable populations.

Key Responsibilities

1. Daily Sanitation & Environmental Waste Operations

• Drive and operate 10 Mt vacuum and dump trucks to safely extract and transport septage and solid waste from camp communities to authorized disposal sites.
• Manage daily latrine dislodging schedules across various camp villages and quarters, minimizing disruption to residents and maximizing community hygiene.
• Safely navigate heavy vehicles through tightly packed, high-population camp zones, maintaining strict awareness of pedestrian and child safety.

2. Rigorous Vehicle Maintenance & Fleet Safety

• Conduct comprehensive daily mechanical pre-checks (checking oil, brakes, coolant, tires, and hydraulic linkages) to verify that your vehicle is completely roadworthy.
• Maintain the absolute interior and exterior cleanliness of assigned sanitation trucks, following rigorous biosecurity and cleaning protocols.
• Fill out vehicle logbooks, tracking mileage, fuel use, travel routes, and waste weight with high accuracy to feed internal fleet management systems.
• Spot mechanical wear early and submit proactive maintenance and fuel requests on time to avoid operational downtime.

3. Stakeholder Collaboration & Humanitarian Coordination

• Coordinate daily with WASH engineers, facilitators, and camp managers to map and update priority service routes.
• Maintain positive, professional relationships with field officers from UNHCR, MINEMA, and public health groups during joint inspections.
• Act as an approachable, helpful representative of World Vision within refugee communities, building local ownership and long-term program sustainability.

4. Child Protection, Safeguarding & Organizational Integrity

• Adhere strictly to World Vision’s international Child Protection policy and employee code of conduct within refugee camps and surrounding towns.
• Apply "Do No Harm" humanitarian principles across all operations, ensuring sanitation activities never compromise community safety.
• Participate actively in the spiritual life of the organization, including attending daily staff devotions and working harmoniously across all Christian denominations.
