Senior Technical Advisor

Job Summary

The Senior Technical Advisor, HRH assumes executive technical ownership over national health workforce strategy formulation, data governance architecture, and multi-million-dollar funding development. The core mandate covers advising ministerial leadership on primary care deployment models, securing sustained funding pipelines for specialized workforces (including Sexual and Reproductive Health), policing epidemiological and labor data integrity, and establishing international publishing standards for institutional knowledge tracking.

Qualification

• Educational Foundation: Master’s Degree or equivalent high-tier post-graduate qualification in Public Health, Health Systems, Human Resources for Health, Epidemiology, Health Economics, or a related quantitative medical/social science field.
• Analytical Software & Toolset Mastery: Strong, verifiable proficiency deploying advanced statistical processing software (such as STATA, R, or equivalent analytical packages) for multi-variant workforce modeling and health registry diagnosis.
• Language Requirements: Absolute command-level written and oral fluency in English. Linguistic fluency in French or Kinyarwanda is considered a major corporate advantage.
• Core Professional Competencies: Superior scientific and technical report writing; master-level diplomatic negotiation and coalition building; pristine data hygiene standards; and the capability to function independently within high-pressure, cross-cultural institutional settings.

Experience

Health Workforce Leadership & Policy Architecture

• Field Tenure Alignment: A minimum of 8 to 10 years of progressive, verifiable senior experience leading health systems engineering portfolios, managing complex HRH policy reform, and deploying large-scale programmatic interventions.
• Geographic Focus: Extensive, deep operational exposure within the public health ecosystems of Sub-Saharan Africa is an absolute prerequisite.
• High-Level Ministerial Advisory: A documented track record acting as a trusted technical advisor to Ministries of Health, medical regulatory registries, higher learning academic medical institutions, and regional teaching hospitals.
• Measurable Systemic Impact: Proven ability to demonstrate clear, measurable improvements in national-level workforce retention, distribution, or health financing metrics resulting from your strategic policy formulations.

Resource Mobilization, Scientific Writing & Data Governance

• Grant Engineering Capacity: Successful history leading strategic resource mobilization pipelines, mapping donor trends, and independently drafting high-value grant proposals for major bilateral and multilateral bodies.
• Academic & Policy Dissemination: Record of authoring high-impact policy briefs or peer-reviewed publications within indexed global health journals.
• Data System Governance: Practical background establishing data governance frameworks, managing system interoperability across national Health Information Systems (HIS), and setting ethical archiving policies.

Key Responsibilities

HRH Strategic Guidance & Ministerial Policy Reform (35%)

• Govern Implementation Frameworks: Deliver high-tier executive guidance to the Ministry of Health on the governance, design, and tracking of national HRH deployment schemes in complete compliance with HSSP V guidelines.
• Standardize Workforces Initiatives: Establish rigorous methodological standards for nationwide workforce initiatives, ensuring health worker supply chains match evolving disease burdens and primary healthcare models.
• Convene Interdisciplinary Dialogue: Lead and moderate technical working groups and high-level policy tribunals connecting government ministries, development partners, and academic medical centers to unify national health labor strategies.

Grant Architecture, Funding Pipelines & Knowledge Production (35%)

• Lead Resource Mobilization: Build and maintain active relationships with multilateral institutions, bilateral donors, private foundations, and development partners to secure long-term capital for core HRH and Sexual and Reproductive Health (SRH) priorities.
• Author High-Value Proposals: Function as the principal investigator and technical writer for large-scale funding requests, ensuring perfect alignment between funder targets and national strategies.
• Drive Dissemination Agendas: Convert project data and national health statistics into policy briefs, white papers, and peer-reviewed articles to enhance Rwanda's profile in the global health community.

Health Workforce Data Integrity, System Integration & Analytics (30%)

• Champion Data Governance: Define, deploy, and police institutional standards regarding health labor force registries, ensuring absolute reproducibility, system interoperability, and ethical data handling.
• Institutionalize Reporting Policies: Author comprehensive national data-sharing, reporting, and long-term archiving policies to integrate localized health human resource tracking into the broader national health information ecosystem.
• Formulate Sustainability Triggers: Train and transition analytical work streams directly to local government counterparts to secure complete institutional continuity and autonomous data operation.
