Job Summary
The Head of HSE will design, deploy, and govern the full Project HSE Management Plan on a major aviation asset. This includes embedding a proactive safety culture, managing statutory compliance with Rwandan and international standard bodies (IFC, ILO), orchestrating risk mitigation workshops, overseeing environmental commitments, and managing cross-functional incident investigations.
Qualification
- Mandatory Professional Memberships: Chartered Membership of IOSH (CMIOSH) or an equivalent, globally recognized professional safety body.
- Core Academic/Technical Essential: A formal NEBOSH Diploma is strictly required.
- Regulatory Framework Mastery: Thorough, functional knowledge of IFC Performance Standards, IFC EHS Guidelines, International Labour Organization (ILO) conventions, and global EHS engineering best practices.
- Linguistic Capability: Flawless professional fluency in written and verbal English is essential. Language skills in French or Kinyarwanda are highly advantageous for local coordination.
Experience
Candidates must bring a distinguished, executive track record of managing risk on heavy civil builds:
Infrastructure Longevity & Geographic Footprint
- Overall Industry Tenacity: A minimum of fifteen (15) years of direct, hands-on experience in HSE management specifically focused on major construction or heavy infrastructure projects.
- Executive Leadership Standout: At least five (5) years of experience operating in a distinct senior leadership or department-head capacity.
- Asset Class Exposure: A proven track record of successful delivery on airports, transport infrastructure hubs, or large-scale civil/building projects.
- Emerging Market Navigation: Direct experience delivering infrastructure projects within Sub-Saharan Africa or comparable developing markets.
Technical Risk Governance & Stakeholder Alignment
- Risk Workshop Stewardship: Background leading high-level HSE risk identification, assessment, and mitigation routines, including chairing formal HAZID/HAZOP workshops and pre-construction risk reviews.
- Corporate Communication: An expert communicator and influencer who can engage constructively with government ministries, national regulatory bodies, and international client representatives.
- Environmental Enforcement: Experience driving environmental compliance monitoring programs anchored to Environmental and Social Impact Assessment (ESIA) commitments.
Key Responsibilities
Strategic HSW Leadership & Culture Architecture
- Provide Strategic HSW Direction: Deliver top-tier safety leadership to the senior project team, embedding an active, proactive safety culture across all contracting teams and project partners.
- Govern the Project HSE Plan: Author, implement, and maintain the comprehensive Project HSE Management Plan, outlining emergency response systems, incident investigations, and near-miss reporting loops.
- Lead Risk Mitigation Matrices: Oversee project risk assessments, leading pre-construction safety reviews and validating technical HAZID/HAZOP mitigation outcomes.
- Execute Safety Inductions: Guide the project safety induction program and establish continuous HSE training modules for all on-site personnel.
Compliance Auditing, Environment & Incident Response
- Audit Contractor Metrics: Actively monitor, score, and audit contractor HSE performance, enforcing swift corrective actions and formal close-outs of site non-conformances.
- Manage Statutory Compliance: Maintain statutory registers, ensuring absolute compliance with Rwanda OSH Law, local environmental frameworks (REMA/NEMA Rwanda requirements), and IFC standards.
- Chair Review Assemblies: Chair weekly and monthly project HSE review meetings, producing data-driven performance dashboards for the Project Board and client.
- Manage Investigations & Root-Cause Analysis: Direct incident reporting and root-cause analysis investigations, interfacing professionally with the client, corporate insurers, and Rwandan legal authorities.
- Steer Procurement Prequalification: Inject vital HSE parameters into contractor tender evaluations, pre-qualification cycles, and project award processes.
