Senior Quality Assurance Manager

Job Summary

The Senior Quality Manager will design, implement, and maintain the Project Quality Management Plan (PQMP) across all work packages in accordance with ISO 9001:2015. This includes setting up inspection and test plans (ITPs), running comprehensive quality audits, leading non-conformance report (NCR) close-outs, tracking digital document control, and managing technical certification with the Rwandan Civil Aviation Authority (RCAA).

Qualification

• Mandatory Professional Certification: ISO 9001 Lead Auditor qualification is strictly essential.
• Preferred Professional Standing: Chartered Quality Professional (CQP) status or equivalent professional registration is highly preferred.
• Linguistic Mastery: Flawless written and verbal communication skills in English are required.
• Technical Software Literacy: Highly proficient in quality management software systems and modern digital reporting tools.

Quality Leadership & Longevity

• Capital Projects Tenure: A minimum of fifteen (15) years of direct, verifiable experience in quality management on major capital projects.
• Aviation & Infrastructure Alignment: Demonstrable experience working on aviation infrastructure developments or comparable complex, high-scale engineering programmes.
• Geographic Preference: Direct experience working within the East Africa or broader Sub-Saharan Africa markets is strongly preferred.

Multidisciplinary Process Mastery

• Comprehensive Engineering Literacy: Deep understanding of construction quality assurance processes spanning civil, structural, MEP, and internal fit-out disciplines.
• Audit & Compliance Management: Proven background leading internal and third-party quality audits, managing Non-Conformance Reports (NCRs), defining technical dispositions, and driving swift close-outs.
• Analytical Structure: Highly organized with strong analytical skills to translate field inspection metrics into high-level executive reports.

Key Responsibilities

Strategic Quality Governance & Plan Deployment

• Formulate the PQMP: Develop and systematically implement the comprehensive Project Quality Management Plan (PQMP) in strict accordance with ISO 9001:2015 and client/employer requirements.
• Establish Work Package Parameters: Set up robust inspection and test plans (ITPs), method statement review procedures, and material approval processes across all work packages.
• Pre-Approve Contractor Frameworks: Review and formally approve individual contractor and sub-contractor Quality Plans before the commencement of any site works.
• Provide Input to Design Assurance: Contribute vital quality input and data-driven insights to design reviews and constructability assessments, collaborating closely with the design team on assurance processes.

Auditing, Document Control & Statutory Handover

• Lead Quality Auditing Matrix: Orchestrate and lead both internal and third-party quality audits, executing strict management, disposition tracking, and final close-out of all non-conformance reports (NCRs).
• Manage Version Control Systems: Oversee the central document control system, ensuring version control and audit trails for all quality-critical project records.
• Liaise with Statutory Bodies: Interface directly with the Rwandan Civil Aviation Authority (RCAA) and other relevant statutory bodies to fulfill all official quality certification requirements.
• Govern Handover Documentation: Direct the complete project handover documentation process, meticulously organizing as-built records, test certificates, and Operations & Maintenance (O&M) manuals.
• Report to Executive Board: Produce detailed monthly quality performance metrics for direct inclusion in the official Project Board report.
• Capture Corporate Knowledge: Drive the formal collection and dissemination of lessons learned across the overarching quality function to boost productivity.
