Job Summary

The Senior Manager – Health, Africa leads the design, development, and strategic execution of TBI's sovereign health advisory programs across Africa. Core responsibilities include advising Heads of State and health ministries on system reforms, driving business development and fundraising initiatives, scaling digital healthcare technologies, and managing TBI Africa’s Health Community of Practice to ensure high-quality program delivery.

Qualification

Educational Level

  • Minimum Requirement: Master’s Degree or equivalent advanced professional qualification in Public Health (MPH), Health Economics, Global Health Policy, Public Policy, Healthcare Administration, or a closely related international development discipline.
  • Preferred Asset: A PhD or medical degree (MD) paired with specialized postgraduate credentials in healthcare systems management or public sector governance.

Experience

Candidates must demonstrate an elite professional background navigating high-level public health frameworks or political advisory roles across Africa:

Sovereign Advisory Track Record & Subject Expertise

  • Sector Leadership: Extensive, verifiable practical experience operating within the public health sector in Africa, either directly advising political leaders on complex health challenges, serving inside government ministries, or leading premium international healthcare consulting practices.
  • Health System Credibility: Recognized expertise across a wide range of global health topics, including structural health financing, institutional capacity building, maternal and child healthcare, and clinical supply chain architecture.
  • Technology & Innovation Mastery: Strong familiarity with emerging healthcare innovations, digital health platforms, telemedicine frameworks, and data tracking tools, with a proven ability to help governments scale these solutions across diverse resource settings.

Business Development & Network Metrics

  • Strategic Partnerships: A proven track record of building and maintaining strategic partnerships across public, private, and non-profit sectors, including deep familiarity with sub-Saharan health infrastructure.
  • Fundraising History: Demonstrated success in business development and philanthropic fundraising, showcasing an ability to engage institutional donors, secure grant agreements, and grow health program revenue.
  • Linguistic & Communication Balance: Complete professional fluency in written and spoken English is mandatory. Working proficiency in French or other major regional languages is a distinct advantage.

Key Responsibilities

1. Sovereign Subject-Matter Expertise & Political Advisory (30%)

  • Serve as Strategic Partner: Act as the lead technical expert and thought partner to TBI advisory teams across Africa, driving health programs that align with senior political leaders’ priorities.
  • Advise High-Level Stakeholders: Connect directly with senior government stakeholders—including Heads of State, Ministers of Health, and regional directors—to advance long-term health initiatives.
  • Ensure Quality Advice: Work with advisory leadership to deliver clear, actionable advice and innovative solutions that address complex healthcare delivery hurdles on the ground.
  • Support Technical Recruitment: Provide subject-matter expertise to help recruit and onboard high-caliber health specialists and embedded in-country advisors across the organization.

2. Solution Design & Program Development (25%)

  • Evolve Health Offerings: Partner with global expert teams to continuously update TBI’s regional health offerings, addressing critical challenges like care quality, delivery speed, and technology adoption.
  • Architect Scalable Programs: Design and develop comprehensive program blueprints for high-impact health projects, ensuring they complement hands-on advisory work.
  • Identify Market Trends: Monitor emerging global health trends, clinical innovations, and strategic insights to build new tools and frameworks for country-level teams.

3. Business Development, Fundraising & Partnership Management (25%)

  • Drive Revenue Growth: Lead business development campaigns to implement TBI’s health fundraising strategy, working closely with account management teams to secure new program funding.
  • Engage Philropic Funders: Leverage personal and professional networks to identify funding opportunities and pitch co-implementation projects to institutional donors and foundations.
  • Govern Technical Alliances: Manage ongoing relationships with technical leads, non-profit partners, and regional health organizations involved in joint project delivery.

4. Community Leadership & Global Knowledge Management (20%)

  • Lead Communities of Practice: Guide the Health Community of Practice across TBI Africa, creating agile feedback loops to capture, codify, and share operational best practices.
  • Facilitate Global Knowledge Exchange: Collaborate with global health practitioner groups to share insights from Africa with other operational regions, ensuring robust data management across all programs.
  • Provide Internal Leadership: Mentor, guide, and manage advisors, associates, and junior project staff, fostering a high-performance culture focused on innovation and results.
  • Represent the Institute: Serve as a primary representative and subject-matter expert for TBI at high-profile international conferences, panel discussions, and media opportunities.

Expected Outputs & Deliverables

  • High-impact country-level health advisory strategies and implementation frameworks approved by host ministries.
  • Successful development and launch of multi-country healthcare delivery programs aligned with TBI’s global strategy.
  • New funding streams and grant agreements secured through structured corporate fundraising campaigns.
  • Standardized playbooks and policy toolkits capturing African health reform insights for TBI's global knowledge hub.
  • Active management and regular technical updates delivered through the TBI Africa Health Community of Practice.
