Job Summary
The Quantity Surveyor will determine exact workloads, formulate foundational economic planning frameworks, and direct monthly valuation sheets for client billing. Key functions include translating architectural layouts within AutoCAD into detailed bills of quantities (BOQ), assessing subcontractor job compliance, resolving cost-estimation gaps, and driving the end-to-end commercial invoicing pipeline under localized contract laws.
Qualification

- Education Level
- Required: Professional training/certification or a technical degree in Quantity Surveying, Construction Economics, Civil Engineering, or a closely related construction management field.
- Professional Credentials: Formal, verified professional training or technical certification in Quantity Surveying from an accredited engineering institute or board.
- Linguistic Fluency: Flawless professional proficiency in spoken and written English, critical for drafting legal-grade invoicing adjustments and communicating with international stakeholders.
- Geographical Adaptability: Total professional availability and willingness to relocate, commute, or adjust to regional site conditions across varied engineering terrains within Rwanda.
Experience
Candidates must demonstrate direct technical competence within civil cost estimation, software-based modeling, and contract enforcement:
Civil Estimation & Cost Control Mastery
- Professional Longevity: A minimum of 5 years of verified hands-on experience operating strictly as a functional Quantity Surveyor on active, mid-to-large-scale civil engineering or infrastructure project sites.
- Survey Sheet Engineering: Advanced experience constructing, maintaining, and reconciling detailed quantity surveying sheets used directly for procurement mapping, human resource distribution, and structural economic planning.
- Workload Determination: Proven capability to calculate actual workloads for multi-layered tasks, translating geometric blueprints into active project benchmarks.
Software Integration & Client Management
- Technical Tool Stack: Exceptional, day-to-day operational command of AutoCAD for extracting spatial coordinates and calculating material cross-sections, alongside expert proficiency in MS Excel for commercial data aggregation.
- Commercial Contract Governance: Practical knowledge of contract administration, customer interface management, and navigating commercial terms between main contractors, clients, and third-party vendors.
- Engineering Alignment: Demonstrated track record of collaborating directly with on-site engineers to ingest raw field-progress notes and convert them into accurate billing lines.
- Problem-Solving Acumen: Strong background in structural problem-solving and rapid variance analysis to resolve pricing discrepancies or unexpected material consumption surges.
Key Responsibilities
Workload Estimation & Blueprint Analysis
- Formulate Estimations: Extract detailed material take-offs and surface calculations directly from AutoCAD schematics to ensure absolute alignment between designed parameters and real-world earthworks.
- Establish Economic Planning Sheets: Generate and update the core quantity surveying frameworks required by leadership to make informed procurement decisions, order bulk materials, and organize labor staffing counts.
- Audit Actual Workloads: Analyze task performance parameters continually during construction life phases to determine real-world resource expenditure and minimize budget overruns.
Subcontractor Auditing & Valuation Management
- Govern Subcontractor Deliveries: Track, analyze, and verify the physical progress achieved by sub-tier construction vendors, ensuring their payment claims mirror true completed volumes.
- Execute Monthly Site Surveys: Conduct thorough monthly field valuations alongside Site Engineers to accurately measure, record, and close out all completed structural phases.
- Direct Client Invoicing Pipelines: Draft and synthesize official surveying sheets and progressive payment certificates, enabling seamless, conflict-free commercial invoicing directly to the client.
Planning, Organization & Compliance
- Enforce Contract Rules: Maintain systematic records of contract amendments, variations, and physical change-orders to mitigate financial risk and streamline legal evaluations.
- Organize Commercial Archives: Maintain precise, auditable document structures for all survey sheets, delivery records, and signed engineer reports to ensure total data integrity during internal and external financial audits.
