Job Summary
The Project Officer provides advanced project management support, technical expertise, and operational assistance within the Education sector. Serving under the direct supervision of the Head of Cooperation Section and the Team Leader for Sustainable Urbanisation, Health & Education, the officer handles the full project lifecycles, monitors national policy trends, manages procurement tasks, and ensures proper EU visibility across institutional portfolios.
Qualification
Minimum Required Education:
- University degree (Bachelor's level) in Education, International Development, Public Administration, Business Administration, Social Sciences, or a closely related area.
Desirable Assets:
- Master’s degree in similar academic fields.
Experience
Minimum Required Experience:
- Minimum of 5 years of relevant experience in job-related activities obtained after receiving the required educational qualification.
Desirable Asset:
- Direct experience working within an international organization, diplomatic mission, or development cooperation agency.
Core Duties and Responsibilities
Policy Development & Sector Analysis:
- Monitor national trends, ministerial policies, and socio-economic developments in Rwanda.
- Support sector analysis to assist the EU Delegation in defining high-impact strategic interventions.
- Analyze data and complex sectoral trends to actively inform future policy, strategy, and planning designs.
- Assist in reporting sectoral updates to Headquarters and contribute to the drafting of Delegation reports, briefings, publications, and official speeches.
- Maintain tight liaison and follow-up on policy guidance with the European Commission Directorate Generals and European agencies.
Full Project Lifecycle Management:
- Contribute to every stage of the project cycle, including programming, design, implementation, monitoring, evaluation, closure, and long-term sustainability.
- Maintain the sound administrative and financial management of all projects placed under your direct responsibility.
- Assist in all procurement stages, including drafting Terms of Reference (ToRs), launching public tenders, assessing technical proposals, and serving on tender committees.
- Coordinate and monitor the EU partnership portfolio, focusing on budget support programmes and projects executed by EU Member State agencies.
- Identify and follow up on new funding opportunities, notably under broader regional programs.
- Guarantee total compliance with operational procedures, carry out strict quality checks on IT system data, and escalate key issues.
- Participate in field monitoring missions across Rwanda, attend technical steering committees, and recommend corrective actions when required.
- Act as the dedicated institutional focal point for the Erasmus+ and Horizon Europe programmes while securing proper EU branding visibility across all actions.
Stakeholder Engagement & Strategic Communication:
- Maintain effective partnerships and drive active policy dialogue with national ministries and entities (including MINEDUC, MIGEPROF, MINALOC, NCDA, REB, NESA, etc.), civil society, and international partners.
- Support the localized field coordination of Team Europe engagements.
- Participate in sector working groups, organize cooperation frameworks, and contribute to sector-related meetings and events.
- Capture, document, and share industry best practices while disseminating project achievements via workshops and seminars.
- Engage with local and European private sector entities to map out joint priorities and investments.
- Prepare logistical and technical support for incoming missions arriving from Headquarters.
Skills & Competencies
Required Technical Skills:
- Digital Literacy: Very good command of the Microsoft Office suite (Word, Excel, PowerPoint, Outlook). Experience with specialized IT project software is an asset.
- Operational Control: Proven grasp of sound administration, project quality checks, procurement workflows, and field monitoring procedures.
Language Proficiencies:
- Kinyarwanda: Native or completely fluent command.
- English: Excellent oral and written command, equivalent to C2 Level.
- French: Good command of oral and written French (B1+ Level or higher) is considered a strong selection asset.
Nationality & Legal Eligibility:
- Must be a Rwandan national or hold a valid residence and work permit in Rwanda at the exact time of application.
Compensation & Benefits Package
- Base Salary: Starts from 2,990,504 RWF monthly, with final placement depending on relevant and verified employment experience.
