Job Summary
The Project Manager (SPEAQ Program) coordinates, implements, and monitors all pre-service teacher education activities across UR-CE, UR-CLE, and national TTCs. Core daily responsibilities include facilitating curriculum review workshops; organizing faculty professional development modules up to C1 English proficiency standards; establishing extracurricular student English clubs; running implementation quality site audits; and tracking project performance against national educational milestones.
Foundational Capabilities & Prerequisites
- Professional Longevity: Minimum of six (6) years of verified professional experience managing complex programs within education sectors, higher education, teacher professional development, or institutional capacity building fields.
- System Familiarity: Proven history working alongside universities, teacher training institutions, or ministry-level education stakeholders, showing a mature understanding of academic systems, curriculum design, and institutional change processes.
- Pedagogical Competency: Clear understanding of English language education frameworks, learner-centered instruction, and teacher-training methodologies, with specific preference for Communicative Language Teaching (CLT) and Task-Based Language Teaching (TBLT) applications.
- Academic Credentials: Master’s degree in Education, Applied Linguistics, Teacher Education, Educational Leadership, Social Sciences, or a closely related academic discipline is required.
- Linguistic Fluency: Complete professional bilingual fluency in written and spoken English and Kinyarwanda is mandatory.
- Strategic Facilitation: Outstanding workshop moderation, communication, and presentation habits, with a history of leading joint planning sessions among senior academic faculty and government partners.
- Analytical Rigor: Strong problem-solving, project scheduling, and reporting capacities, with the ability to interpret implementation metrics and translate them into actionable improvement plans.

- Program Background: Prior experience directing donor-funded initiatives, government-funded education tracks, or massive multi-stakeholder human resource development programs.
- Framework Accreditations: Formal training in program methodology or international project management certifications (such as PMP, PRINCE2, or matching structures).
Operational & Field Architecture
In this programmatic role, your monthly operational cadence balances high-level institutional governance with direct field-level implementation:
- Multi-Institutional Alignment: Serving as EF's primary focal point, managing operational intersections between the University of Rwanda Center for Language Enhancement (UR-CLE), UR-CE campus executives, and national TTC principals.
- Curricular Review Sprints: Coordinating with EF academic teams to extract curriculum alignment metrics, pinpointing where pre-service teaching materials lack communicative immersion paths.
- Faculty Capacity Verification: Overseeing English language training tracks tailored for higher-education instructors, monitoring course progression toward target C1 CEFR benchmarks.
- National Logistics & Field Deployment: Managing a continuous field visitation schedule to check training delivery, run troubleshooting sessions with campus stakeholders, and build local program ownership across all 16 nationwide TTC sites.
Key Responsibilities
1. Institutional Partnership & Strategic Program Leadership
- Serve as EF’s primary operational focal point and liaison for all strategic engagements with national TTCs, UR-CE leadership, and the UR-CLE network.
- Lead the design, planning, baseline implementation, and cross-functional follow-up of all pre-service teacher training initiatives across the country.
- Guarantee absolute synchronization between program delivery channels, national education policies, and EF’s internal academic quality benchmarks.
2. Curriculum Architecture & Faculty Capacity Building
- Lead thorough curriculum reviews and detailed institutional needs assessments to identify English language gaps and pedagogical delivery friction points.
- Coordinate and moderate collaborative curriculum optimization workshops bringing together EF global academic engineers, local faculty, and language instructors.
- Oversee and optimize advanced English language development tracks (up to C1 level) for higher-education faculty and language trainers.
- Facilitate specialized teaching-skills masterclasses and launch sustainable professional Communities of Practice (CoPs) among campus instructors.
3. Immersive Learning Environments & Field Verification
- Guide the deployment and structured activation of active student English Clubs and peer-driven Communities of Practice across all target campuses.
- Drive extracurricular learner engagement, tracking progression metrics and supporting campus tools that facilitate immersion outside formal lecture hours.
- Conduct regular, structured site-visits across all 16 nationwide TTCs to run implementation quality audits, address local field challenges, and improve institutional program ownership.
4. Data Governance, Safeguarding & Compliance
- Monitor weekly program execution paths, track deliverables against logical frameworks, and author performance data inputs for continuous internal optimization.
- Enforce EF’s global safeguarding policies, ensuring all project activities cultivate inclusive, safe, and respectful learning environments across gender, background, and capability profiles.
