The Procurement Technician will direct on-site sourcing workflows, negotiate pricing matrix frameworks for complex services and technical materials, and govern contract award decisions under corporate compliance limits. Key functions include translating raw civil blueprints into clear vendor requests for quotation (RFQs), auditing supply streams using SAP modules, resolving price-volume variances, and managing local supplier relationships to accelerate project delivery timelines.
Qualification
- Educational Level: Formal, verified Degree in Civil Engineering.
- Software Competency: Robust, daily operational proficiency in SAP (specifically Materials Management / Procurement modules) alongside an advanced command of MS Office tools (specifically Excel).

Technical Sourcing & Negotiation Execution
- Professional Longevity: A minimum of 5 years of continuous, verified experience operating strictly in procurement, sourcing, or buyer roles characterized by equivalent levels of financial and operational responsibility.
- Aesthetic Context: Proven track record executing supply functions within a large-scale multinational or fast-paced international construction company framework.
- Technical Requisition Deconstruction: Direct experience analyzing, parsing, and understanding engineering specifications, material tech sheets, and bills of quantities (BOQ) submitted by active site teams.
Vendor Governance & Contract Management
- Commercial Negotiation Mastery: Demonstrated history of managing end-to-end negotiation tracks for both raw materials (concrete, steel, aggregates) and complex specialized sub-contractor services (MEP, piling, heavy plant leasing).
- Award Decision Responsibility: Proven capability to run competitive tender analysis and execute sound award decisions that balance fiscal parameters with strict engineering quality baselines.
- Communication Effectiveness: Documented background of resolving supply discrepancies or lead-time delays through crisp, effective communication across corporate cells and vendor networks.
Key Responsibilities
Requisition Analysis & Technical Sourcing
- Deconstruct Civil Requisitions: Audit and evaluate inbound material requests from Site Engineers against approved drawings and project limits to ensure technical validation before sourcing.
- Draft Comprehensive RFQs: Convert validated technical briefs into detailed requests for quotes, detailing exact grade requirements, tolerances, delivery windows, and compliance certifications.
- Enforce SAP Data Integrity: Register, update, and manage the end-to-end procurement cycle within SAP, ensuring purchase requisitions are cleanly converted to purchase orders without systemic variance.
Negotiation, Awarding, & Financial Control
- Drive Commercial Negotiations: Manage pricing and service-level conversations with local and international sub-tier vendors to secure premium credit structures, volume discounts, and optimal freight terms.
- Execute Strategic Awarding: Analyze multi-vendor bids, execute objective cost-benefit analyses, and make final award decisions aligned with overall project economics.
- Mitigate Cost Discrepancies: Partner with the project controls and quantity surveying cells to cross-check invoicing streams against SAP entries, immediately neutralizing billing errors.
Logistics Management & Supplier Compliance
- Expedite Critical Logistics: Track on-site delivery tracks for high-priority items, establishing contingency workflows to prevent equipment downtime or structural labor standstills.
- Govern Vendor Quality: Run routine performance audits on active suppliers, measuring delivery timeliness, material compliance, and financial ethics against corporate metrics.
- Maintain Auditable Sourcing Logs: Keep highly organized, scannable digital archives of all tender packages, comparative bid maps, signed purchase contracts, and supplier clearances.
