Operational Information Management & Reporting Officer

Job Summary

The Operational Information Management & Reporting Officer will consolidate field data across specialized UN data systems, construct operational performance dashboards, author mandatory corporate reporting documents (including the Annual Country Report), and harmonize multi-sectoral narratives to demonstrate funding impact and maintain high levels of accountability.

Qualification

• Academic Credentials: Advanced University degree (Master's) in Political Science, International Development, Development Economics, International Relations, Law, Marketing, or Communications. (A Bachelor's degree paired with verified extension years of relevant professional mastery is acceptable).
• Linguistic Fluency: Complete professional proficiency (Level C) in written and verbal English is mandatory. Working technical knowledge of French or an alternative official UN language represents a notable competitive advantage.
• Systems Familiarity: Technical capacity to leverage cloud-based data tracking packages, business intelligence software, and corporate databases (e.g., Excel, Power BI, COMET, SCOPE, LESS).
• Core Competencies: Exceptional writing and editing talent, analytical synthesis capacity, attention to technical detail, and a demonstrated ability to meet rigid corporate deadlines.

Data Synthesis & Technical Reporting Architecture

• Professional Longevity: Minimum of one (1) year of progressive, verifiable experience in roles related to data analytics, humanitarian partnerships, program management, business development, or strategic operational reporting.
• Stakeholder Coordination: Proven experience gathering, consolidating, and aligning complex operational inputs from multiple diverse units (such as supply chain, nutrition, and field offices).
• Information Translation: Documented history translating highly complex technical, financial, or logistics data sets into clear, concise, and user-friendly visuals, briefs, or executive summaries.
• Evidence-Based Planning: Experience using data and field evidence to inform planning, communication, or high-level operational decisions.

Desirable Institutional Exposure

• UN System Context: Prior exposure to United Nations inter-agency reporting structures, international NGO frameworks, or humanitarian coordination systems is highly desirable but not strictly required.
• Multi-Sectoral Navigation: Experience operating within complex, cross-functional working environments with rapidly shifting priorities.

Key Responsibilities

Data Management & Operational Analysis

• Consolidate System Analytics: Collect, organize, and analyze operational data from key WFP corporate infrastructure tracking platforms, including COMET, SCOPE, and LESS.
• Harmonize Tracking Metrics: Ensure data consistency and cross-verify outputs among programmatic teams, supply chain logistics, Cash-Based Transfers (CBT), and external partner data streams.
• Identify Portfolio Trends: Analyze operational metrics to pinpoint pipeline constraints, distribution gaps, targeting anomalies, and changing market dynamics.
• Maintain Operational Picture: Formulate and update a unified "common operating picture" of WFP Rwanda's field footprint to assist executive directors in risk management.

Dashboard Creation & Corporate Reporting

• Build Visualization Products: Design and update country-level data dashboards capturing key performance indicators, including active beneficiaries reached, funding shortfalls, and pipeline status.
• Lead Corporate Reporting Cycles: Direct the collaborative preparation, data aggregation, and editorial finalization of the Annual Country Report (ACR), monthly country briefs, and executive project descriptions.
• Enforce Quality Assurance: Coordinate input review processes across Research, Assessment, and Monitoring (RAM) units, ensuring complete narrative consistency and accuracy prior to final clearance.

Strategic Narrative Development & Knowledge Management

• Draft Compelling Accounts: Convert raw operational metrics into clean, non-technical impact stories designed to satisfy donor compliance and maximize strategic positioning.
• Align External Communications: Cross-verify that all key messaging is consistent across reporting lines, financing proposals, and external communication media.
• Build Resource Repositories: Maintain an organized, centralized internal knowledge repository containing historical reports, standardized reporting templates, and best practices.
