Job Summary
The Manager Technical Stores and Logistics holds total responsibility for the strategic planning, operational management, and regulatory compliance of all technical stores functions. The role encompasses customs clearance, receiving inspection, parts warehousing, quarantine control, rotables movement, tools calibration programs, and specialized shipping logistics to ensure seamless parts availability for both in-house line maintenance and outsourced maintenance operations.
Qualification
Candidates must meet the following baseline educational, training, and language standards:
- Required Education: Background or formal training in Supply Chain Management, Logistics, Aviation Maintenance Management, Aeronautical Engineering, or a related technical discipline.
- Preferred Certifications: Formally completed IATA or ICAO training modules in Dangerous Goods (HAZMAT) regulations, Human Factors in Aviation, and specialized Aviation Storekeeping practices.
- Language Requirement: Fluent in written and spoken English.
- Preferred Languages: Proficiency in French or Kinyarwanda is considered a valuable operational asset.
Experience
Candidates must demonstrate the following professional track record, technical system exposure, and compliance competencies:
- Aviation Logistics Track Record: Documented experience working within a commercial airline or an MRO facility specifically handling commercial aircraft types.
- System Knowledge: Hands-on operational experience using modern aircraft MRO software systems and database platforms (such as AMOS or TRAX).
- Certification Frameworks: Robust, working knowledge of international aircraft parts certification tracking standards and compliance documentation (including FAA, EASA, and RCAA requirements).
- Traceability & Logistics: Solid structural understanding of aircraft parts documentation requirements, material segregation, certificate of conformity (CoC) tracking, and international shipping protocols.
- Managerial Capabilities: Proven track record in aviation team leadership, showing strong skills in workflow delegation, team development, staff mentorship, and performance monitoring.
Key Responsibilities
Strategic Logistics & Fleet Expansion Planning
- Plan Storage Capacity: Project future technical stores and warehousing footprint requirements based on long-term fleet development and expansion plans.
- Cultivate Global Networks: Build and maintain strong operational relationships with international logistics partners, freight forwarders, couriers, and global warehouse providers.
- Optimize Stock Verification: Formulate and execute comprehensive stock verification strategies, establishing strict metrics for annual stock audits and rolling inventory cycles.
- Manage Outstation Support: Develop logistics strategies to position and audit stock items at global outstations to seamlessly support outsourced maintenance packages.
24/7 Technical Stores Operations & Part Control
- Oversee 24/7 Operations: Direct round-the-clock warehousing workflows, tracking receiving, customs clearance, part labeling, and rapid delivery to line maintenance teams.
- Enforce Certification Controls: Supervise the technical stores inspector function, verifying certification traceability (such as EASA Form 1, FAA Form 8130, and CoCs) while ensuring proper segregation of third-party customer inventory.
- Manage Shelf-Life & Calibration: Direct the strict tracking of shelf-life materials, oversee the ongoing calibration program for maintenance tools, and run the quarantine area for removed rotables processing.
- Control Dangerous Goods: Oversee the lawful handling, storage, and disposal of hazardous materials and dangerous goods in compliance with environmental and aviation directives.
- Approve Service Invoices: Audit, verify, and formally approve incoming logistics service invoices and freight agent accounts related to aircraft parts movement.
Compliance, Safety & Team Leadership
- Maintain Regulatory Alignment: Ensure all stores, import/export operations, and logistics procedures strictly align with QA, Finance, RCAA, EASA, FAA, and Transport Canada regulations.
- Implement SMS Protocols: Champion the implementation of Safety Management Systems (SMS) and health, safety, and environmental standards within the stores department.
- Lead Shift Personnel: Provide direct daily leadership to Stores Supervisors and Officers across all shifts, promoting a solutions-driven and accountable culture.
- Develop National Staff: Conduct competence assessments, maintain training profiles, and provide direct mentoring and professional development pathways for national staff.
- Track Budgets & KPIs: Compile annual sectional budgets, oversee cost control initiatives, and compile regular reporting metrics regarding inventory accuracy and delivery speeds.
