Job Summary

The Malaria and Community Technical Officer manages Training of Trainers (ToTs) curriculum packages, Multiple First-line Therapies (MFT) compliance trackers, integrated Community Case Management (iCCM) toolkits, job aids, sub-national field supervision logs, and financial advance/reconciliation records. Core duties include training Community Health Workers (CHWs); monitoring artemisinin-based combination therapy (ACT) allocations; conducting hotspot supervision; and translating field data into policy inputs in collaboration with the Rwanda Biomedical Center (RBC).

Key Roles & Operational Responsibilities

1. Sub-National Technical Support & Strategy Implementation

• Execute targeted malaria and community health interventions at both facility and community levels, emphasizing Integrated Community Case Management (iCCM) and Home-Based Management of Malaria (HBM/HBMM).
• Coordinate sub-national project workflows in close alignment with the Rwanda Biomedical Center (RBC), including the Malaria Outcomes and Other Parasitic Diseases Division (MOPDD), Maternal, Child, and Community Health (MCCH) division, and District health authorities.
• Lead the sub-national deployment of the Multiple First-line Therapies (MFT) strategy, ensuring that CHWs and facility clinicians understand and follow national MFT guidelines.
• Track sub-national compliance regarding ACT allocation while coordinating with District and Regional Medical Stores (RMS) counterparts to prevent malaria commodity stock-outs.

2. Capacity Building, Mentorship & Quality Supervision

• Conduct Training of Trainers (ToTs) and field workshops for healthcare providers, Community and Environmental Health Officers (CEHOs), and CHWs covering malaria case management, malaria in pregnancy (MiP), iCCM, and HBM.
• Partner with RISE Malaria & Emerging Infectious Diseases mentors to deliver targeted, data-driven clinical solutions within designated malaria hotspots.
• Organize and conduct routine supportive supervision cycles, assessing community-level data to ensure strict adherence to national protocols.
• Draft and distribute structured training materials, visual job aids, and clinical supplies in coordination with project procurement and logistics teams.

3. Reporting, Knowledge Management & Local Administration

• Translate field data, epidemiological trends, and monitoring findings into actionable programmatic recommendations, operational guides, and national policy inputs.
• Track sub-national work plans and budget lines, making sure district-level project activities are executed on time.
• Assist financial officers by preparing administrative advance and reimbursement forms, while auditing payment records for field activities.
• Document successful field approaches, case studies, and best practices to guide future scale-up and institutional learning.

Foundational Capabilities & Prerequisites

Expected Technical Profile & Academic Background

• Academic Foundation: A university degree in Public Health, Community Health, Nursing, Epidemiology, or a matching global development discipline.
• Domain Expertise: Strong experience working with sub-national health systems in sub-Saharan Africa, with deep technical knowledge of malaria case management, iCCM, HBM, and maternal/child health protocols.
• Training Track Record: Proven capacity to design and execute Training of Trainers (ToTs) modules and provide clinical mentorship to health facility staff and CHW networks.
• Systems Literacy: Ability to analyze sub-national epidemiological data, manage commodity supply lines, and handle basic program finance tracking.
• Legal Status: Must hold a valid permit to work in Rwanda as a national contract holder.
