Job Summary
The Internal Auditor is tasked with strengthening institutional governance, mitigating financial risks, and ensuring robust internal controls within the D-SACCO. The role involves developing comprehensive audit plans, conducting regular compliance checks, identifying operational shortcomings, and reviewing accounting information for ultimate reliability. The position reports directly to the Head of Internal Audit & Compliance.
Qualification
Candidates must meet the following educational standards:
- Required Education: Bachelor’s degree or Master’s degree in Accounting, Finance, Auditing, or related academic fields.
- Preferred Merits: Grads with First Class or Upper Division qualifications are highly preferred.
- Professional Certifications (Added Advantage): CPA qualification or advanced level certification (ICPAR, KASNEB, or equivalent). Professional auditing certifications are preferred.
Experience
- Minimum Criteria: At least three (3) years of relevant professional experience in auditing.
- Verification Rule: Experience must be officially proven by certificates of service rendered from previous employers.
- Domain Knowledge: Thorough understanding of microfinance banking operations, cooperative business conduct, and standard accounting practices.
Key Responsibilities
Policy Development & Strategy Support:
- Prepare comprehensive monthly, quarterly, and annual audit plans targeting high-risk operational areas susceptible to losses or asset misuse.
- Supervise the implementation of broader strategic plans, business frameworks, action plans, and financial budgets where applicable.
- Verify compliance with the International Financial Reporting Standards (IFRS), National Bank of Rwanda (BNR) regulations, and internal cooperative guidelines.
- Ensure all cooperative activities strictly follow applicable national laws, regulations, and institutional policies.
- Advise relevant senior authorities and directors on identified irregularities, risk indicators, and systemic operational weaknesses.
Financial Auditing, Monitoring & Risk Control:
- Review internal audit systems for efficiency, isolate operational strengths/weaknesses, and recommend swift corrective actions.
- Establish audit issue tracking tables, clear management recommendations, and rigorous implementation follow-up mechanisms.
- Verify the accurate recording of member shares, microfinance deposits, loan repayments, and accrued interest within the Core Banking System.
- Review the completeness of active loan files and confirm that outstanding corporate debts are being recovered according to approved collection plans.
- Report operational shortcomings, system vulnerabilities, or transaction errors early to prevent theft, embezzlement, or misuse of funds.
- Timely identify and disclose potential conflicts of interest and structural weaknesses in the segregation of employee duties.
Resource Management, Reporting & Collaboration:
- Analyze the efficient use of institutional resources and verify the proper authorization and utilization of funds via special audits.
- Review monthly bank statements and verify that all assigned work equipment and organizational assets are safely managed.
- Maintain proper audit records, clean data tracking logs, and reliable supporting evidence for all completed evaluations.
- Prepare periodic internal audit reports concerning procedural compliance and submit finalized audit plans to supervisors on time.
- Monitor the implementation of resolutions made by competent board authorities and perform other legal duties assigned by supervisors.

- System Operations: Advanced computer skills, featuring strong proficiency in MS Office applications and enterprise Core Banking Systems.
- Financial Literacy: Thorough knowledge of auditing standards, risk and control awareness, IFRS principles, and BNR regulatory guidelines.
- Analytical Mindset: High attention to detail, sharp diagnostic capabilities, and strong strategic thinking skills.
- Age Requirement: Must be 35 years old or younger.
Communication & Interpersonal Profiles:
- Professional Integrity: Excellent communication skills, unwavering integrity, and a strict commitment to workplace confidentiality.
- Professional Conduct: Proactive, self-motivated, and committed to following principles and rules governing cooperative business conduct.
