Job Summary
The ICT Sector Specialist provides high-level technical expertise, systems engineering, and administrative oversight to ensure national TVET infrastructure aligns with modern digital demands. Reporting directly to the TVET Skills Development Program Manager - Office of the Director General, the specialist reviews technical specifications for institutional equipment, coordinates advanced lab deployments (IoT, drones, robotics), and designs standard operating procedures. The role balances continuous field-level technical guidance for trainers with strict institutional compliance regarding data protection, cybersecurity, and procurement standards.
Qualification
Candidates must hold one of the following educational milestones from a recognized institution:
- Bachelor’s Degree in Computer Science.
- Bachelor’s Degree in Computer Engineering.
- Bachelor’s Degree in Information and Communication Technology.
- Bachelor’s Degree in Information Management Systems.
- Master’s Degree in Computer Science.
- Master’s Degree in Computer Engineering.
- Master’s Degree in Information and Communication Technology.
- Master’s Degree or formal postgraduate specialization in Information Management Systems.
Experience
- For Bachelor's Degree holders: Minimum of 5 years of relevant professional experience.
- For Master's Degree holders: Minimum of 3 years of relevant professional experience.
- Proven experience analyzing information, designing databases, writing/debugging software code, and managing web development projects.
- Demonstrated history working with procurement documents, Bill of Quantities (BoQs), and technical design reviews.
Core Duties and Responsibilities
Technical Infrastructure & Specification Design:
- Formulate and review detailed ICT-related technical specifications for institutional equipment and digital training infrastructures.
- Ensure all purchased ICT systems, hardware, and peripheral devices (servers, IoT kits, robotics tools, UAVs, 3D printers, sensors) are entirely compatible with TVET curriculum demands.
- Review architectural and electrical blueprints to guarantee the seamless integration of network backbones (LAN, Wi-Fi, cloud storage, and automated security installations).
- Serve on technical evaluation committees for public ICT tenders to audit compliance against standard state requirements.
Advanced Lab Integration & Field Deployment:
- Supervise the installation, baseline configuration, and hardware testing of specialized ICT gear.
- Coordinate the localized integration of advanced systems across training modules, explicitly including IoT labs, drone testing zones, robotics hubs, and 3D printing centers.
- Secure total interoperability between educational training software, physical hardware systems, and broader institutional networks.
- Support the rollout of complex data management and analytics platforms to empower smart agriculture, heavy manufacturing, and engineering training programs.
Capacity Building, Support & Operations:
- Provide targeted technical guidance, mentorship, and training to on-site TVET trainers and ICT technicians regarding maintenance and system usage.
- Author comprehensive Standard Operating Procedures (SOPs) and clear user manuals for deployed ICT software and hardware ecosystems.
- Implement digital learning platforms, including Learning Management Systems (LMS), simulation software environments, and smart labs.
- Diagnose, troubleshoot, and perform routine maintenance support to minimize downtime across institutional ICT infrastructure.
Compliance, Monitoring & Advisory:
- Audit all operational ICT installations to verify strict alignment with cybersecurity, safety, and data protection benchmarks.
- Compile structured progress reports, equipment inventories, and formal technical documentation concerning ongoing field installations.
- Act as an internal advisory resource for executive management regarding emerging ICT technologies relevant to TVET evolution.
Skills & Competencies
Technical Competencies:
- Deep technical expertise in ICT systems architecture, advanced networking protocols, and multi-platform equipment integration.
- Strong understanding of competency-based education architectures and the overarching national TVET framework.
- Proficiency in writing, editing, and debugging programmatic code, database architectures, and web applications.
- Masterful project management, multi-stakeholder coordination, and technical presentation skills.
Preferred Specializations (Added Advantage):
Possession of professional training or technical certifications in any of the following fields is highly valued:
- Internet of Things (IoT) Systems
- Unmanned Aerial Vehicle (UAV) / Drone Technology
- Robotics and Embedded Systems
- 3D Printing Technologies
- Cloud Computing and Advanced Data Analytics
- Certified Project Management (e.g., PMP, PRINCE2)
