Job Summary
The HSE Manager will design and implement the master HSE management system, lead root-cause investigations for all near-miss incidents, and monitor safety performance metrics for executive review. Key functions include auditing site conditions using AutoCAD blueprints, conducting regulatory compliance reviews with local and international labor authorities, hosting cross-functional emergency response drills, and instilling a proactive culture of environmental stewardship across all subcontracting networks.
Qualification
- Educational Level: Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field of study.
- Mandatory Technical Certification: Hold an active NEBOSH IGC (International General Certificate in Occupational Health and Safety) qualification.
- Preferred Professional Credentials: ISO Lead Auditor certifications (e.g., ISO 45001 / ISO 14001) are highly advantageous.
- Linguistic Skill: Flawless fluency in written and spoken English, with the ability to represent the company in regulatory inspections and legal forums.
- Software Competency: Solid operational knowledge of MS Office tools and AutoCAD for interpreting spatial site configurations and exit layouts.

Construction Safety Command
- Professional Longevity: Minimum of 10+ years of verifiable experience in functional HSE management roles operating strictly on large-scale infrastructure and heavy construction projects.
- Vertical High-Rise Expertise: At least 3+ years of direct safety oversight specifically on high-rise buildings, ideally involving luxury hotels, high-density residential towers, or commercial mixed-use assets.
- Challenging Environments: Proven track record working within Africa or in developing nations characterized by complex logistical, material, or labor-management environments.
- Legal & Regulatory Literacy: Deep familiarity with international labor standards (e.g., OSHA, ILO frameworks) alongside local environmental and health codes.
Leadership & Soft Skill Matrix
- Team Governance: Direct history of managing, training, and building the capacity of local HSE officer groups within multi-tiered corporate setups.
- Cross-Cultural Sensitivity: Exceptional cross-cultural communication style, with a proven ability to motivate and unite diverse workforces around safe behaviors.
- Emergency Response Coordination: Hands-on experience developing corporate disaster management plans and running site-wide evacuation drills.
Key Responsibilities
Policy Enforcement & Risk Engineering
- Govern the HSE System: Formulate, roll out, and maintain the central HSE Management System to ensure absolute compliance with both statutory regulations and internal benchmarks.
- Execute Audits & Inspections: Conduct rigorous, systemic job-site inspections to identify latent safety hazards, structural defects, or environmental anomalies, implementing immediate corrective controls.
- Deconstruct Site Incidents: Lead comprehensive root-cause investigations for all structural accidents, property damages, and near-miss anomalies, mapping out clear preventative action paths to prevent recurrence.
Performance Analytics & Reporting
- Quantify Performance Data: Monitor, analyze, and benchmark key safety performance indicators (KPIs), delivering structured data-driven dashboards for senior executive and board evaluation.
- Manage Regulatory Inspections: Serve as the chief corporate representative during state inspections, third-party insurance audits, and external validation meetings.
- Optimize Resource Distribution: Coordinate safety budgets and personal protective equipment (PPE) supply loops alongside internal procurement units.
Cultural Alignment & Preparedness
- Promote Safety Ownership: Partner with Construction Managers and Site Engineers to embed a zero-compromise safety ethos down to the artisan and subcontractor levels.
- Lead Emergency Exercises: Architect comprehensive emergency response plans, ensuring total equipment readiness and running regular site evacuation simulations.
- Facilitate Continuous Training: Design and deliver technical safety briefings, toolbox talks, and specialized high-altitude safety training modules for field crews.
