Job Summary
The HR Officer manages labor contracts, mobilization/transfer orders, termination agreements, daily attendance sheets, expatriate visa trackers, vacation schedules, and local labor dispute files inside SAP\HR. Core duties include processing local contracts; liaising with immigration authorities; auditing sub-contractor headcount records; resolving payroll discrepancies; and acting as the main point of contact for external labor relations entities.
Key Roles & Operational Responsibilities
1. On-Site Contract Lifecycle & Labor Compliance
- Draft, execute, and monitor localized employment contracts, structural transfers, and termination agreements in strict compliance with Rwandan labor laws and group policies.
- Maintain accurate, up-to-date physical and digital employee personnel files, ensuring complete confidentiality of sensitive personal data.
- Manage end-to-end termination procedures, calculating terminal benefits and drafting legal release documentation to mitigate labor dispute risks.
2. Expatriate Mobility & Government Relations
- Coordinate visa acquisition, work permit renewals, and local residency clearances for international engineers, technical experts, and corporate executives.
- Serve as the primary operational liaison with external regulatory bodies, immigration departments, and ministries regarding local labor relations and employment standards.
- Participate actively in the defense and documentation of local labor claims, working closely with legal advisors to resolve grievances.
3. Timekeeping, Rostering & SAP HR Architecture
- Audit and maintain daily workforce attendance registries, shift allocations, and overtime logs across multiple project sites.
- Update and verify payroll-impacting variables, vacation maps, and holiday rotas within the $SAP\ HR$ enterprise system.
- Generate monthly personnel metrics, headcount reports, and compliance summaries for the Project Manager and regional HR directors.
Foundational Capabilities & Prerequisites
Required Technical Profile & Academic Track
- Formal Education: Completed Mandatory Education or a dedicated Technical-Professional Course focusing on Human Resources Management, Business Administration, or an equivalent administrative discipline.
- Professional Longevity: A minimum of five (5) years of verifiable professional experience managing personnel administration, preferably within a fast-paced construction, engineering, or heavy industrial environment.
- System Expertise: Proven proficiency navigating SAP HR modules alongside advanced command of standard Microsoft Office tools (e.g., Excel formulas, data tables).
- Language Compulsion: Full professional fluency in verbal and written English is essential.
