Job Summary

The EORE and Victim Assistance Advisor delivers expert technical guidance to national mine action centers, field operators, and UN personnel. Core duties include drafting data-driven desk reviews; generating age- and gender-sensitive threat mitigation materials; designing Calls for Proposals (CfPs) and Statements of Work (SoWs) for EORE/VA project grants; supervising executing contractors; monitoring field statistics; aligning programs with International Mine Action Standards (IMAS); and representing UNOPS at high-level protective sub-clusters and global treaty forums.

Candidates must satisfy one of the following combinations of academic qualifications and progressive professional experience:

• Option A: Advanced University Degree (Master's degree or equivalent) with a minimum of seven (7) years of relevant experience.
• Option B: First-level University Degree (Bachelor's degree or equivalent) with a minimum of nine (9) years of relevant experience.
• Option C: Secondary School Diploma (High school graduation or equivalent) with a minimum of eleven (11) years of relevant experience.

Core Experience Criteria

• Domain Specificity: Verifiable professional experience running Explosive Ordnance Risk Education (EORE) programming inside active or post-conflict settings AND designing, structuring, and delivering specialized Victim Assistance (VA) programming.
• Project Management Tenure: A minimum of 7 years of distinct experience in project management is strictly required.

Desired Attributes

• Functional experience working directly on humanitarian operations within conflict or high-risk areas.
• Prior professional experience operating within an integrated mine action program.
• Practical familiarity with international grant management systems and funding allocations.
• Demonstrated history of planning, coordinating, and facilitating technical workshops or multi-stakeholder strategic alignments.
• Proven experience advancing workforce inclusion and incorporating gender sensitivity and PSEAH (Prevention of Sexual Exploitation, Abuse, and Sexual Harassment) parameters into contractor oversight mechanisms.

Language Requirements

• English: Complete fluency (written and verbal proficiency) is required.
• French: Intermediate proficiency level is desirable (advantageous for specific regional deployment missions).

Key Roles & Responsibilities

1. Technical Advisory, Training & Capacity Enhancement

• Provide authoritative technical guidance to UNOPS PSC leadership and active field programs regarding EORE protocols and VA systemic approaches.
• Conduct extensive data collection, desk reviews, and multi-agency consultations to gather up-to-date threat and casualty statistics.
• Deliver direct technical support and capacity-building packages to national mine action staff, implementing NGOs, private contractors, and local government ministries.
• Lead the creative design and formulation of new age- and gender-sensitive EORE educational resources optimized for both direct community sessions and indirect media channels.
• Support high-level treaty advocacy, promoting localized EORE/VA priorities within the Anti-Personnel Mine Ban Convention (APMBC) and the Convention on Cluster Munitions (CCM) framework meetings.

2. Operational Coordination & Strategic Partnerships

• Direct the localized implementation of EORE and VA programs, checking that field actions align with the overarching Country Programme Strategy.
• Form, build, and maintain operational partnerships with broader humanitarian networks, integrating mine action components tightly into Global Protection Clusters.
• Manage regional inter-agency communication channels, receiving and routing complex field requests to UNMAS centers.
• Coordinate training calendars with national and regional civil defense authorities to maintain consistent safety standards.
• Represent UNOPS PSC field offices in international technical panels, acting as the primary point of contact for external delegations on risk reduction.

3. Project, Grant & Information Management

• Draft detailed, legally clear Calls for Proposals (CfPs) and Statements of Work (SoWs) for indirect EORE delivery and material dissemination.
• Formulate macro calls for proposals dedicated to the structural generation of long-term country-level VA sector strategies.
• Supervise the daily execution of EORE and VA grants, ensuring implementing partners meet performance metrics.
• Establish and organize multi-stakeholder workshops to review sector needs, identify response gaps, and set resource priorities.
• Check that all administrative, financial, and logistical actions comply with UNOPS policy, donor agreements, and UN MAS mandates.
• Maintain up-to-date, accurate statistical databases documenting risk education metrics and share reports with national government tracking registries.
