Job Summary

The Field Enumerator collects, verifies, and processes high-quality quantitative and qualitative interview data from 158 target YBI respondents using standardized UN metrics. Core daily duties include attending data collection and ethics briefings; conducting phone-based surveys utilizing digital collection tools on mobile tablets; obtaining explicit informed consent; participating in daily progress debriefs with project supervisors; and executing preliminary data cleaning and validation routines within strict data protection parameters.

Foundational Capabilities & Prerequisites

• Educational Baseline: Minimum of a High School certificate is required. A formal Diploma in Social Sciences, Statistics, or a closely related field is highly desirable.
• Surveying Footprint: Demonstrated prior experience conducting field data collection, with a strong preference for candidates who have supported formal development or humanitarian surveys.
• Digital Data Literacy: Proven familiarity and hands-on experience utilizing standard digital mobile data collection applications (such as KoboCollect, SurveyCTO, or ODK (Open Data Kit)).
• Linguistic Command: Full professional proficiency and fluency in both Kinyarwanda and English (verbal and written). Language capabilities will be specifically evaluated via written or oral assessments during selection.
• Interpersonal Mechanics: Strong communication skills with a clear capacity to remain sensitive to cultural, gender, and socio-economic dynamics during beneficiary interviews.
• Geographic Alignment: Being a resident of or maintaining deep familiarity with the targeted local Rwandan operational context is considered highly advantageous.

Assignment Schedule & Project Timeline

This consultancy is bound to a strict, rapid 5-day lifecycle structured across the following operational allocations:

• Day 1 (Half-Day): Enumerator Training & Briefing (0.5 Day) — Covering IOM data collection tools, ethical survey rules, and interview techniques.
• Days 1.5 to 4: Field Data Collection (3.5 Days) — Executing high-volume, phone-based interviews via tablets to hit target sample size milestones.
• Day 5: Data Cleaning, Validation & Submission (1 Day) — Reviewing recorded payloads for completeness and submitting final datasets.

Key Responsibilities

1. Ethical Interviewing & Mobile Data Collection

• Conduct highly structured phone-based interviews with designated YBI beneficiaries using IOM’s standardized questionnaire interfaces deployed on mobile tablets.
• Ensure explicit, uncoerced informed consent is fully obtained, understood, and recorded from all respondents prior to launching any survey.
• Target a clean sample size representation across 158 YBI participants, ensuring a 100% response rate is securely achieved from grant and in-kind awardees.

2. Data Integrity, Privacy & Protection

• Accurately record all beneficiary responses, verifying data completeness, logic cohesion, and structural accuracy at every stage of the interview.
• Maintain strict confidentiality and protect sensitive personal datasets in rigid alignment with IOM’s established data protection standards and institutional principles.
• Strictly adhere to IOM's formal Code of Conduct and organizational values throughout the entirety of the 5-day field campaign.

3. Progress Tracking & Preliminary Data Cleaning

• Participate actively in mandatory daily debrief sessions with the LMI Officer supervisor to provide progress updates, flag non-responsive contacts, and outline field hurdles.
• Document and summarize key field observations, structural anomalies, or technical issues encountered within the survey tool software.
• Support preliminary data cleaning, script checking, and validation workflows at the end of the data collection period before final submission.
