Job Summary
The IRC is recruiting an Emergency Supply Chain Coordinator for its Global Surge Team roster (Req ID: JR00004250). Requiring 4+ years of INGO humanitarian logistics experience and 72-hour deployment readiness, this global roving role leads emergency procurement, pharmaceutical/NFI inventory, fleet safety, donor compliance, and supply chain setup in crisis zones worldwide.
Key Roles & Operational Responsibilities
1. Emergency Response & Rapid Deployment
- 72-Hour Deployment Readiness: Rapidly deploy to new crisis contexts or existing IRC country offices to initiate emergency supply chain systems, provide capacity support, or fill critical operational gaps.
- Supply Chain Leadership: Serve as the technical lead for all supply chain functions in emergency settings, embedding GSC Standard Operating Procedures (SOPs) into local field operations.
- Emergency Procurement Plans: Formulate and maintain project-specific procurement and sourcing strategies for active and pipeline grants in collaboration with Technical Coordinators.
2. Procurement & Vendor Management
- Donor & Internal Compliance: Oversee procurement execution across goods, non-food items (NFIs), pharmaceuticals, and medical equipment in accordance with IRC, USG, EU, DFID, and UN regulations.
- Tool & Platform Management: Execute end-to-end procurement workflows using IRC’s BvA (Budget vs. Actuals) online tool, utilizing Master Purchase Agreements (MPAs) and Master Service Agreements (MSAs).
- Waivers & Risk Governance: Prepare waiver documentation for emergency sole-sourcing or market deviations, securing approvals from Country Directors and Senior Supply Chain Directors.
3. Inventory, Warehousing, Assets & Logistics
- Warehousing & Cold Chain: Supervise pharmaceutical quality assurance, cold chain storage, and cycle counts for all project items, ensuring accurate inventory reporting before grant close-outs.
- Fleet & Transport Logistics: Implement vehicle safety policies, fuel tracking systems, driver management protocols, and vehicle legal status monitoring.
- Audit & Ethical Compliance: Lead supply chain risk mitigations, identify red flags, enforce segregation of duties, and manage internal/external donor audit responses.
Foundational Capabilities & Prerequisites
Required Academic Background & Experience
- Educational Credentials: University Degree or advanced professional certification in Supply Chain Management, Logistics, or an equivalent technical field.
- Humanitarian Experience: Minimum 4 years of hands-on experience managing humanitarian supply chains and logistics in emergency, conflict, or complex INGO settings.
- Donor Policy Expertise: Proven knowledge of procurement and compliance frameworks for institutional donors, including USG (USAID/BHA), European Union (ECHO), DFID/FCDO, and UN agencies.
- Driving & Technical Capabilities: Licensed and capable of driving manual transmission 4WD vehicles in rugged terrain; proficient with radio and communications equipment.
Key Competencies & Language Preferences
- Language Skills: Fluency in English is required. Bilingual proficiency in French is strongly preferred; proficiency in Arabic or Spanish is an advantage.
- Specialized Logistics: Direct background in Medical Logistics & Pharmacy Management or large-scale NFI distribution is highly advantageous.
- Agility & Stress Tolerance: Demonstrated ability to establish operations rapidly with minimal supervision under severe environmental and security constraints.
