Job Summary
The Data Quality Control Officer ensures all observational records are meticulously validated according to international guidelines and internal Standard Operating Procedures. This position is responsible for conducting statistical tests on extensive datasets, daily monitoring of automatic weather station networks, detecting and reporting anomalies, and executing training and system upgrades for climate database management software. The role directly collaborates with database developers and reports straight to the Data Observations, Quality Control and Processing Division Manager.
Qualification
Candidates must hold an accredited Bachelor's Degree in one of the following 16 designated academic disciplines:

- 0 Years of relevant professional experience are required. Entry-level candidates possessing any of the listed qualifications are fully eligible.
Core Duties and Responsibilities
Quality Control & Data Validation:
- Ensure observational records follow quality control procedures provided in WMO guidelines and internal SOPs.
- Perform statistical tests on large datasets to verify and secure data quality and integrity.
- Execute various specific data quality tests, including format tests, completeness tests, and consistency tests.
- Run strategic data queries to successfully identify coding issues, isolate data exceptions, and clean raw data.
- Apply rigorous statistical methods to test data homogeneity.
- Guarantee that meteorological data remains clean and error-free, or minimized to the absolute lowest margin possible.
Performance Monitoring & Station Audits:
- Monitor Automatic Weather Station (AWS) performance reports continuously.
- Review and monitor data server reports on a daily basis.
- Prepare and submit daily status reports logging the operational and non-operational stations across the network.
- Provide active advice regarding needed engineering maintenance at physical station sites.
- Detect, investigate, and report any anomalies discovered within manual or automated weather station data flows.
System Upgrades & Database Integration:
- Evaluate Data Management system performance and design, evaluating its direct effects on data quality.
- Collaborate closely with database developers to optimize data collection and storage workflows.
- Document workflows and manage strict data records for the Maproom platform and secondary climate-relevant platforms.
- Identify, evaluate, and advise on purchasing new Database Management Software (DBMS) when upgrades are required.
- Configure DBMS software inside servers and verify seamless operational deployment.
Training, Analysis & Reporting:
- Gather information from primary or secondary data streams to correctly identify and interpret climate trends.
- Report comprehensive data analysis findings to management to guide strategic business decisions and define system priorities.
- Generate clear quality control documentation where necessary and identify distinct points for risk mitigation.
- Conduct formal training sessions covering climate data management system installation and usage rules.
- Prepare and implement training plans for staff members whenever a new climate data management platform is deployed.
Skills & Competencies
Technical & Professional Competencies:
- Meteorological Expertise: Capability to perform quality control checks of meteorological data, evaluating the frequency of erroneous or missing data and correcting values following WMO guidelines.
- Methodological Application: Ability to apply standard methods and techniques of processing, quality control, and error analysis across various input data sources.
- Threshold & Homogeneity Analysis: Ability to determine extreme value thresholds based on climatology and apply statistical methods to test data homogeneity.
- Digital Governance: Solid application of good data management principles, practices, risk management, resource management, and digital literacy skills.
- Language Proficiency: Fluent command of Kinyarwanda, English, and/or French (Trilingual knowledge is a distinct advantage).
