Job Summary
The Construction Manager (Civil Infrastructure) will hold direct accountability for the daily field supervision, quality compliance, and resource allocation of all assigned civil works packages. This includes enforcing strict ICAO pavement standards, optimizing plant and machinery deployment, managing complex subsurface utility crossings, mitigating seasonal weather risks, and leading infrastructure field testing prior to final asset commissioning.
Qualification
- Mandatory Educational Background: A formal University Degree or Higher National Diploma (HND) in Civil Engineering is required.
- Preferred Professional Standing: Active Chartered Engineer (CEng), Incorporated Engineer (IEng), or an equivalent globally recognized professional engineering council accreditation is preferred.
- Design Standards Literacy: Strong technical familiarity with ICAO Annex 14 pavement standards, Federal Aviation Administration (FAA) advisory circulars, or equivalent international airfield design guidelines.
- Adaptability Metrics: Proven ability to work effectively and remain delivery-focused in a remote, resource-constrained project environment.

Civil Infrastructure Mastery & Longevity
- On-Site Industry Tenure: A minimum of ten (10) years of direct, hands-on civil and infrastructure construction management experience.
- Specialized Asset Footprint: Must possess documented, specific experience working on airfield pavements, runways, taxiways, or major heavy-highway infrastructure projects.
- Deep Civil Toolset: Advanced technical knowledge across core civil components, including:
- Bulk earthworks, site grading, and soil stabilization techniques.
- Asphalt and concrete pavement design, batch plant oversight, and execution.
- Complex industrial drainage design, structural culverts, and stormwater networks.
- Subsurface main utility installation and pressure networks.
- Geographic Preference: Direct experience working within Sub-Saharan Africa or East Africa, particularly on donor-funded or government-backed infrastructure programs, is strongly preferred.
Key Responsibilities
Field Supervision, Quality Control & Resource Optimization
- Manage Day-to-Day Delivery: Provide comprehensive on-site construction management oversight for allocated civil works packages, including bulk earthworks, airfield pavement, drainage, and external utility infrastructure.
- Optimize Site Resources: Monitor and analyze contractor short-term schedules, site labor levels, and heavy plant/equipment deployment against the project master programme to preempt bottlenecks.
- Enforce Quality Compliance: Direct strict quality management requirements across all civils works; review contractor method statements, audit Inspection and Test Plans (ITPs), verify materials approvals, issue formal Non-Conformance Reports (NCRs), and actively manage close-outs.
- Enforce Aviation Standards: Ensure all physical civil installations comply fully with ICAO pavement standards, project specifications, and applicable Rwandan engineering regulations.
- Mitigate Environmental Risks: Proactively monitor and manage the operational impact of local weather variations and seasonal rainfall conditions on earthworks compaction and pavement paving programmes.
Interface Management, Contract Administration & Field Testing
- Manage Complex Subsurface Interfaces: Coordinate and resolve critical design and sequencing interfaces between airfield civil works, MEP duct banks/crossings, airfield ground lighting (AGL) installations, and perimeter security infrastructure.
- Chair Site Meetings: Lead daily and weekly site coordination meetings with the main contractor; produce accurate, version-controlled records, progress logs, and action trackers.
- Administer Contract Variations: Identify variations, early warnings, and change events in strict compliance with contract procedures, escalating issues early to the Senior Construction Manager.
- Lead Infrastructure Testing: Oversee and sign off on field testing and commissioning cycles for civil infrastructure, including pavement core testing, drainage integrity testing, and high-pressure utility line validations.
- Contribute to Project Reporting: Deliver precise construction data, site photographs, and analytical programme commentary for the project's formal monthly progress reports.
