Job Summary

The Child Rights Advocacy Facilitation Consultant contextualizes, delivers, and reviews KNH’s specialized training module on policy advocacy and the Child Rights Approach. Core operational responsibilities include participating in institutional onboarding briefings, adapting pre-packaged toolkits for the Rwandan/East African context, running highly interactive adult learning workshops, mentoring local NGO staff through the drafting of project-level advocacy plans, providing a year-long phase of post-workshop technical support, and submitting strategic evaluation reports directly to KNH headquarters in Germany.

Required Education

• Minimum Required: Bachelor’s degree from a recognized university in Pedagogy, Education, Social Development Sciences, Development Studies, Human Rights Law, International Relations, or a closely related professional socio-political field.
• Preferred: A Master’s degree in Development Studies, Public Policy, or Child Rights Law accompanied by specialized international training-of-trainers (ToT) certifications.

Required Experience Parameters

• Minimum Required Industrial Experience: 5+ years of verified professional experience operating as an expert facilitator, workshop leader, or institutional capacity builder within the NGO, civil society, or multilateral development sectors.
• Domain Advocacy Expertise: At least 3 years of direct history designing and executing policy advocacy initiatives, community lobbying efforts, legal campaigning, strategic litigation, or formal United Nations/African Union human rights reporting procedures.
• Local NGO & Mentoring Background: Proven track record working directly with local East African NGO teams, specifically showcasing experience in backstopping, organizational mentoring, and coaching field staff.
• Linguistic Requirement: Absolute verbal and written fluency in English and Kinyarwanda is mandatory. A professional command of French is highlighted as a distinct competitive advantage for cross-border engagement with Burundi delegates.
• Structural Specialization: Prior verified background working with projects targeted specifically at children and youth, alongside deep practical comfort using digital collaboration platforms for remote mentoring.

Key Responsibilities

1. Contextualization & Technical Material Adaptation (25%)

• Adapt Global Toolkits: Review KNH's standardized global advocacy facilitator guides, presentations, handouts, and resource packs, introducing context-specific legal and structural updates.
• Synchronize with Country Teams: Lead preparatory alignment meetings with the KNH In-Country Coordination team in Rwanda and technical desks at the Germany headquarters.
• Map Country Dynamics: Analyze organizational profiles provided by KNH regarding partners in Rwanda, Uganda, and Burundi to align workshop examples with actual field challenges.
• Author Adapted Design Plans: Produce detailed, tailored trainer plans and draft workshop presentations, delivering them to KNH management for review at least two weeks before execution.

2. High-Impact In-Person Workshop Delivery (30%)

• Execute Interactive Facilitation: Direct the face-to-face advocacy pilot workshop in Musanze, utilizing modern adult learning styles and participatory methodologies.
• Formulate Advocacy Strategies: Guide NGO management and program staff through the process of building custom, project-level advocacy strategies and operational action plans.
• Moderate Collaborative Workgroups: Manage complex group dynamics during breakout sessions, encouraging peer-to-peer knowledge sharing and practical case reviews.
• Manage Multi-Consultant Handoffs: Coordinate presentation times and share structural tracking duties smoothly if a co-facilitator is assigned to the workshop block.

3. Year-Long Technical Backstopping & Mentoring (25%)

• Engineer Support Frameworks: Create and submit a structured 9-to-12-month backstopping strategy containing clear monthly focus targets and check-in templates.
• Deliver Strategy Counseling: Provide regular remote or face-to-face advisory sessions to partner NGOs as they move into the active deployment phases of their advocacy campaigns.
• Review Draft Documentation: Evaluate and provide detailed written feedback on strategic plans, policy papers, and campaign collateral created by partner teams during the implementation run.
• Track Campaign Successes: Assist partners who want to adjust project goals, target metrics, or campaign steps, facilitating smooth communication between the partner and KNH.

4. Quality Reporting, Evaluation & Module Enhancement (20%)

• Draft Observations Summaries: Produce detailed post-workshop summaries within 10 days of training completion, highlighting key group behaviors, structural results, and initial backstopping needs.
• Document Structural Recommendations: Compile comprehensive final capacity development summaries outlining individual partner performance records and strategic suggestions for KNH’s future programming.
• Enhance Master Content: Provide critical feedback to KNH headquarters regarding pilot material gaps, suggesting technical updates to optimize the advocacy module for global rollouts.
• Maintain Compliance Standards: Evaluate and adhere strictly to KNH’s internal policies, protection guidelines, organizational strategies, and child-safe behavioral rubrics.
