BRMM YBI Enumerator

Job Summary

The BRMM YBI Enumerator takes responsibility for collecting high-quality, uncompromised quantitative and qualitative tracer metrics from a targeted baseline of 158 program beneficiaries via phone interviews using digital tablets. Core timeline duties span 0.5 days of intensive briefing and ethical tool training, 3.5 days of active phone-based surveying and daily debriefings, and 1 day dedicated to rigorous data validation, preliminary cleaning, and final dataset submission.

Foundational Capabilities & Prerequisites

Minimum Requirements

• Academic Credentials: A minimum of a High School certificate is required; an advanced Diploma or ongoing University coursework in Social Sciences, Statistics, Development Studies, Economics, or a closely related field is highly desirable.
• Survey Field Tenure: Proven, practical experience executing field or phone-based data collection, with a strong preference for candidates who have worked on development, socio-economic, or humanitarian surveys.
• Mobile Technology Mastery: Direct, highly proficient experience operating mobile data collection applications (e.g., KoboCollect, SurveyCTO, ODK) on tablets or Android devices (highly required).
• Linguistic Command: Complete professional proficiency and native fluency in both Kinyarwanda and English (required).
• Core Interpersonal Sensitivities: Strong communication skills characterized by professional patience, empathy, and strict adherence to gender-sensitive and culturally respectful communication protocols.
• Contextual Awareness: Status as a current resident or possessing deep familiarity with the structural socio-economic landscapes of the targeted urban and peri-urban locations in Rwanda.

Key Responsibilities

1. Ethical Onboarding & Tool Calibrations

• Participate fully in the mandatory half-day IOM onboarding briefing, mastering the specific nuances of the YBI tracer questionnaire.
• Complete practical simulation trials with the assigned digital data collection tools to isolate and resolve software bugs before surveying begins.
• Master the operational protocols governing informed consent, ensuring every respondent understands the voluntary nature of the study.

2. Digital Survey Execution & Quality Control

• Conduct structured, phone-based interviews with assigned YBI beneficiaries using provided tablets, maintaining a courteous, professional tone throughout.
• Apply strict data integrity logic to ensure all open-ended and multiple-choice responses are logged accurately, eliminating omissions or data gaps.
• Maintain absolute user data confidentiality, ensuring no beneficiary identity records leak beyond the secure, cloud-hosted survey application.
• Achieve targeted completion rates, ensuring a 100% response profile from beneficiaries who were selected as seed-grant or in-kind award winners.

3. Iterative Validation & Reporting Discipline

• Join mandatory daily debriefing loops with the LMI Officer and Regional Programme Officer to report progress, flag call failures, and resolve field bottlenecks.
• Document and summarize qualitative field observations, noting systematic communication challenges, trends, or tracking anomalies encountered during call sheets.
• Dedicate the final operational day to systematic data cleaning, verifying entry inputs, reconciling data conflicts, and submitting the polished database to the server.
• Uphold IOM’s global Code of Conduct, ensuring all professional interactions honor diversity, transparency, and personal accountability.
