Job Summary
The Africa Program Officer tracks implementation timelines, budget variances, donor deliverables, and monitoring data. Core duties include chairing coordination calls across three regional teams; tracking spending against approved targets alongside Regional Business Managers (RBMs); compiling multi-country donor reports; updating internal project indicators; and capturing success stories to promote cross-regional resource sharing.
Foundational Capabilities & Prerequisites
Minimum Requirements & Professional Competencies
- Advanced Academic Credentials: A Master’s degree (or equivalent senior professional work experience) in Conservation Biology, International Development, Project Management, Social Sciences, or a related environmental field from an accredited institution.
- Proven Tenure: A minimum of five (5) to seven (7) years of progressive professional experience focusing directly on project administration, grant management, and coordination support for complex donor-funded initiatives (preferably across multi-country or multi-regional frameworks).
- Donor Compliance Literacy: Demonstrated practical experience navigating the strict rules, regulatory frameworks, procurement guidelines, and performance metrics of large institutional donors (e.g., USAID, EU, KfW, or UN agencies).
- Project Cycle Mastery: Thorough, operational understanding of Project Cycle Management (PCM), including logical frameworks, indicators, risk matrices, and milestone tracking.
- Continental Operational Exposure: Direct experience working in or collaborating with cross-functional, multi-tiered teams native to or operating within the African continent.
- Linguistic & Communication Mastery: Flawless written and oral communication, editing, and narrative construction skills in English.
- Interpersonal Finesse: Exceptional interpersonal traits, characterized by deep sensitivity to diverse cultures, distinct worldviews, and collaborative team environments.
Preferred Attributes (Elevating the Application)
- A proven, successful track record of working constructively with multidisciplinary teams from varied cultural and professional backgrounds.
- Prior administrative experience managing high-value funding lines derived from private philanthropic donors and foundations.
- Working proficiency or fluency in regionally relevant languages (such as French, Swahili, or Portuguese) is considered a distinct operational advantage.
- Exceptional, meticulous attention to detail regarding donor guidelines, financial allowability, and file auditing.
Key Roles & Responsibilities
1. Transboundary Project Coordination & Compliance
- Track progressive field implementation timelines across all three African operating regions, immediately highlighting project delays or operational blockages to the Program Manager.
- Initiate, schedule, and chair regular progress review calls with regional directors and country execution units to align fieldwork with grant obligations.
- Collaborate closely with the Africa Regional Business Manager (RBM) to run parallel monitoring of project expenditures against approved baseline budgets and active operations.
- Secure absolute compliance with all donor guidelines, reporting rules, international statutes, and tracking obligations.
- Lead internal preparations for formal donor field assessments, financial reviews, and external independent monitoring visits.
2. High-Quality Narrative & Analytical Reporting
- Solicit, clean, and consolidate complex operational datasets and project updates flowing from multiple distinct geographical regions.
- Author, edit, and assemble high-quality, comprehensive donor progress reports, checking that all statements are clear and accurate before submission deadlines.
- Formulate internal performance updates, executive briefs, and status decks for the WCS management panel.
3. MEAL Support & Institutional Knowledge Management
- Drive the systematic collection, verification, cleaning, and consolidation of baseline monitoring data flowing from active regional hubs.
- Track individual project indicators, updating centralized logframes and evaluating progress against targeted conservation goals.
- Capture, formulate, and publish learning materials, localized success stories, and case studies highlighting field lessons learned.
- Facilitate continuous knowledge exchange, file optimization, and technical resource sharing among country offices and cross-continental field teams.
