The Opportunity
Under the direction of the Finance and Administration Manager, the Accountant will perform the accounting functions in support of all project activities, following all relevant USG and Abt Associates policies, maintain records of project financial transactions and prepare periodic financial statements and reports.
Core Responsibilities
- Record expenditures, income, and any other related transactions in the accounting system, ensuring supporting documents are compliant with Abt and USG policies and procedures
- Prepare payroll and other regular payments with consideration to deductions (for advances, loans, taxes, etc.)
- Consolidate payment voucher for review and approval by required signatories
- Initiate mobile money or electronic bank transactions
- Prepare monthly bank reconciliations.
- Check petty cash payments and periodically reconcile petty cash balances.
- Ensure that the book of accounts is always up to date, orderly, well-kept, and readily available for reference and audit, when required.
- Ensure all government taxes are paid on time
- Scan payment packages and all supporting documentation daily before documents are prepared for the payments.
- Keeps a register of fixed assets and maintains an easy cross-reference system of all government property.
- Prepares the weekly Remote Office Voucher (ROV) in accordance with Abt Associates procedures and policies.
- Prepares monthly cash requests and promptly advises action required to cover estimated costs.
- Review advances on travel expenses, travel expense reports, monitor the travel history report and track staff on outstanding advances.
- Assists the Finance & Administration Manager in the implementation of the internal control system and the financial procedures manual of the company.
- Other duties as assigned.
What we Value
Minimum Qualifications
- Bachelors + 2 years, Masters + zero years
Preferred Qualifications
- Bachelor’s degree in accounting, finance, management, business, or another relevant field
- At least 4 years of professional experience in accounting.
- Experience working at international development programs, with experience at USG-funded programs highly desirable.
- A strong command of financial and other computer applications such as MS Word, Excel, QuickBooks, Access, etc.
- Well-developed and effective organizational skills, including the ability to multitask and work in a high-pressure environment
- Experience in payroll management, petty cash management, financial reporting, and budget tracking.
- Fluent in English
